Fish products for human consumption
1.1 Establishment registration
The Department of Agriculture, Fisheries and Forestry (the Department) is the Australian government authority responsible for export registration, inspection and certification of Australian food and agricultural exports.
All premises involved in the production of fish and fish products for export, including fishing vessels where fish is prepared for export must be registered with the Department. For more information or assistance with the export registration process contact the Department's Dairy, Eggs and Fish program at dairyeggsfish@aff.gov.au.
Exceptions to establishment registration
Preparation of goods at an export registered establishment and an export permit is not required if you are exporting the following as these goods are not prescribed under the Export Control (Fish & Fish products) Rules 2021:
- liquid fish and liquid fish products exported in a consignment of not more than 10 litres;
- dried fish and dried fish products (other than dried abalone) exported in a consignment of not more than 2 kilograms;
- fish products where fish or fish products are not the major component;
- fish or fish products that are animal food or pharmaceutical material;
- fish or fish products not covered by paragraphs (a) to (d) (other than dried abalone) exported in a consignment of not more than 10 kilograms;
- fish or fish products in the form of a tablet or capsule;
- Note
- However, if Israel requires a government certificate for the entry of the above goods, a certificate can be issued by the Department – provided that the goods have been prepared in an export registered establishment.

1.3 Prohibited products
The Department has no knowledge of fish or fish products that are prohibited for import to Israel.

2.1 Harvest
Sourcing of fish and fish products
Israel adopts European Union (EU) public health and food safety requirements. Exporters must source fish and fish products for export to Israel from establishments approved and listed for export of fish and fish products to the EU and ensure the products meet the applicable requirements. A list of Australian export registered establishments and vessels with EU listing can be found at European Commission website.
Sourcing, slaughter and post-mortem inspection of crocodiles
There is no agreed certification for the export of crocodile meat into Israel.
2.2 Microbial and residue sampling
Israel adopts European Union (EU) public health and food safety requirements. EU listed establishments must adhere to the microbial and residue sampling required by the EU where these differ those required by the Export Control (Fish and Fish Products) Rules 2021.
2.3 Operational requirements additional to Australia's export legislation
Israel has no known specific requirements for operations that differ from those required in the Export Control (Fish and Fish Products) Rules 2021.
2.4 Premises and equipment
Israel has no known specific premises and equipment requirements that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.1 Live fish
Israel has no known specific requirements for the preparation of live fish that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.2 Non-viable fish
Israel has no known specific requirements for the preparation of non-viable fish that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.3 Crocodile
Australia does not have agreed certification in place for the export of crocodile to Israel.
3.4 Packaging
Israel has no known specific requirements for packaging that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
3.5 Labelling
Israel has no known specific requirements for labelling that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
The consignment specific shipping number must appear on the product trade description.
3.6 Shelf life
Israel has no known specific requirements for shelf life that differ from those required by the Export Control (Fish and Fish Products) Rules 2021.
4.1 Shipping marks
The consignment specific shipping number must be received from the importer prior to requesting export documentation – and must also appear on the product trade description when printed in Hebrew. It is mandatory to enter the shipping number into the ‘shipping marks‘ field of the request for export (REX).
4.2 Refrigeration, transfer and loadout
Israel has no known specific requirements for refrigeration, transfer and loadout, that differ from of the relevant Export Control (Fish and Fish Products) Rules 2021.
5.1 Import permit
Exporters should confirm with their importer if an import permit is required for their product.
5.2 Port of entry inspection and testing
To enable trade to commence the FXIL01 certificate has been made available in the Next Export Documentation (NEXDOC) System without creation of some required validation rules. This means if information is entered into NEXDOC incorrectly, or if mandatory information is not entered, error messages will not appear.
It is essential that exporters complete their request for export (REX) correctly. Incorrectly entered REX information may result in detainment or rejection of consignments at import inspection.
General requirements:
- 'Container' and 'seal numbers' are mandatory fields for sea freight. Failure to include these details in the REX may result in detainment or rejection of consignments at import inspection.
Exporters are encouraged to work closely with their importers to ensure all importing country requirements for their product are met.
6.1 Live fish
For export eligible live fish products, use a FXIL01 certificate.

Certificate FXIL01 contains the following attestations:
1) I, the undersigned official veterinarian, declare that I am aware of the relevant provisions of Regulations (EC) No 178/2002, (EC) No 852/2004, (EC) No 853/2004 and (EC) No 2017/625 and certify that the fishery products described above were produced in accordance with those requirements, in particular that they:
- - Come from (an) establishment(s) implementing a programmed based on the HACCP principles in accordance with Regulation (EC) No 852/2004
- - Have been caught and handled on board vessels, landed, handled and where appropriate prepared, processed, frozen and thawed hygienically in compliance with the requirements laid down in Section VIII, Chapters 1 to IV of Annex III to Regulation (EC) No 853/2004
- - Satisfy the health standards laid down in Section VIII, Chapter V of Annex III to Regulation (EC) No 853/2004 and the criteria laid down in Regulation (EC)
No 2073/2005 on microbiological criteria for foodstuffs
- - Have been packaged, stored and transported in compliance with Section VIII, Chapters VI to VIII of Annex III to Regulation (EC) No 853/2004
- - Have been marked in accordance with Section I of Annex II to Regulation (EC) No 853/2004
- - That guarantees covering live animals and products thereof, if from aquaculture origin, provided by the residue plans submitted in accordance with Regulation (EU) 2017/625, and in particular Article 29 thereof, are fulfilled; and
- - Have satisfactorily undergone the official controls laid down in Annex III to Regulation (EC) No 2017/625.
6.2 Non-viable fish
For export of eligible non-viable fish and fish products for human consumption, use a FXIL01 certification.

Certificate FXIL01 contains the following attestations:

6.3 Crocodiles
There is no agreed certification for the export of crocodile meat to Israel.
Fish products not for human consumption
1.1 Establishment registration
The Export Control (Fish and Fish Products) Rules 2021 does not regulate fish and fish products not for human consumption. Establishments processing such products are not required to be export registered with the Department unless it is a requirement of the importing country. Exporters are encouraged to confirm the eligibility and import requirements of their product with their importer, or directly with the importing country competent authority prior to export.
Importing countries may require a health certificate be provided for fish and fish products not for human consumption. If a health certificate is required, contact the Department's non-prescribed goods program at NPGExports@aff.gov.au for further information.
