Milk and milk products that are prescribed under Australia's export rules

1. are milk or milk products derived from a bovine animal; and
   
2. are intended to be exported as food.
   

Milk and milk products that are not prescribed under Australia's export rules

Milk and milk products which do not meet the criteria under the Export Control (Milk and Milk Products) Rules 2021 are classified by Australia as non-prescribed goods. It is the responsibility of the exporter to confirm with the importing country if there are any specific requirements for the import of these products.

Ice cream and processed foods containing any amount of dairy for human consumption

New Caledonia may require processed foods containing any amount of dairy for human consumption to be accompanied by the prescribed goods certificate template ZDNC01. Ice cream and margarine products containing dairy must be accompanied by ZDNC01. We encourage you to work closely with your importer to ensure all importing country requirements are met.

In some cases, an importing country requires specific health certification and government oversight for what would typically be non-prescribed milk and milk products. When required, these products become prescribed under export legislation and must meet all export and importing country requirements. This includes the products being manufactured and stored at an export registered establishment and must have a valid export permit and health certificate for each consignment. Health certificates for milk and milk products

For milk and milk products produced for human consumption (including milk and milk products classified as a prescribed good by an importing Country), use health certificate template ZDNC01.

ZDNC01 Certificate

The ZDNC01 contains the following attestations:

I, the undersigned Official Veterinarian, do hereby certify that

1. The above-listed products have been obtained, prepared, handled and stored in accordance with the exporting country’s health requirements for production and control as provided for by the exporting country’s legislation and are therefore deemed fit for human consumption;
2. The above-listed products or their packages bear an official health marking certifying that they were entirely produced and inspected at the establishments stated in section 8.3, which are authorised to export by the exporting country;
3. The modes of transport and loading conditions meet the exporting country’s legal requirements in terms of food;
4. The above-listed products have been preserved from any direct or indirect contamination by products, goods or any objects that do not show the same guarantees in terms of animal health or food safety.

The ZDNC01 Veterinary Certificate also includes the following Animal Health certificate for milk and milk products:

I, the undersigned Official Veterinarian, do hereby certify that:

1. The above-listed products are being exported from a country or zone specified at Appendix V of decree n°06-XX/GNC (3) and that they meet any restrictive requirements which may be set forth in Column 4 of Appendix V of decree n°06-XX/GNC (3);
2. The above-listed products or their constituents or raw materials:
   1. have undergone the ad hoc treatments specified at Appendix I of decree n°06-XX/GNC (3) for inactivating the pathogens of foot-and-mouth disease and rinderpest or;
   2. meet the requirements C and D.
3. The above-listed products or their constituents or raw materials:
   1. are entirely derived from animals that, from birth or for not less than 3 months up to and including milking, have stayed in and travelled through only countries or
      1. specified at Appendix V of decree n°06-XX/GNC (3);
      2. that were not subject to any bans (at the time the animals were staying in or travelling through such countries or zones) as specified at Appendix V Column 3 of decreen°06-XX/GNC (3);
      3. that were (at the time the animals were staying in or travelling through such countries or zones) FMD-free where vaccination is not practised and rinderpest-infection free;
      4. in which there has been no evidence of foot-and-mouth disease or rinderpest:
         1. Up until this certificate was issued; or
         2. Within three months after the animals stayed in or travelled through or were milked in such countries or zones;
            
   2. are entirely derived from animals that have always remained at a distance of not less than 10 km away from any case of foot-and-mouth disease or rinderpest;
4. The above-listed products or their constituents or raw materials have been entirely derived from animals that did not show any clinical signs of anthrax at the time of milking.

Exporter declarations

Exporters must include the following information in the Request for Export (REX):

• the temperature in degree Celsius of chilled or frozen product
• 'ambient' for unrefrigerated product
• the batch code of the consignment.
  

Transit certification requirements

Milk and milk products transiting the European Union or the United States may require transit documentation. These certificates are available as additional certificates through the NEXDOC system. If the product is transiting the United States, standard certification is required and the exporter should contact the Department for advice on how this certification may be issued. If the product is transiting a European Union member state, see the particular European Union member state regarding the certificate template to select.

Container packers or exporters must complete a New Caledonia Container Declaration in order to export milk and milk products to New Caledonia.
