General Requirements

​Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Exporters should show evidence of the import authority / conditions to import to the Department of Agriculture and Water Resources Authorised Officer at time of inspection. Reference to the authority /conditions will not be made on the Phytosanitary certificate.

Exporter to provide evidence attesting to the endorsement and to present to the Department of Agriculture and Water Resources Authorised Officer at time of inspection.

The certificate as to conditions for carrying out in-transit fumigation must contain the phytosanitary certification number.

The feed ingredient (for example feed wheat) is fit for animal consumption which is based on Department of Agriculture and Water Resources understanding that Australian grain is considered fit for animal consumption given the plant health status of Australia (No separate testing is required for this endorsement).

Striga spp of quarantine concern to Iran are not known to occur in Australia. Australian consignments of wheat exported to Iran can be endorsed free from Striga spp without the need to provide or cite area freedom certificates or laboratory certificates of analysis for all states except Queensland.

When grain is sourced from Queensland, a laboratory analysis certificate for Red witchweed (Striga asiatica) has to be conducted for certifying consignment free of Striga spp and is to be presented to the Department of Agriculture Authorised Officer at the time of inspection. Endorsement # 4952 is not applicable for grain sourced from Queensland. Endorsement #4965 is applicable for grain sourced from Queensland.

Treatment

In-transit fumigation:

Where in transit fumigation is used the below requirements must be met

Consignments must meet all phytosanitary requirements during loading 

Consignments are to be fumigated in-transit at Australian approved label rates.

A Certificate as to Condition (GX46) can be issued stating `The fumigation of [enter vessel name and voyage number] was conducted in-transit by a licensed fumigator in accordance with Iran's import conditions and the treatment certificate attached.

For treatment which is undertaken in-transit, the licensed fumigator is to provide the Department prior to departure with:

  • Permit issued by the APVMA allowing use of fumigant in-transit
  • Monitoring probe locations and depths
  • Fumigation monitoring points and locations
  • Procedures for recording monitoring results
  • Recirculation method
  • Method of sealing holds during fumigation
  • Method of clearing the fumigant from the consignment
  • Method used to provide gas free certification
 
A treatment certificate from the licensed fumigator must be presented prior to the issuance of any government certificates and must contain:
  • Dosage, temperature and duration of treatment in accordance with Iran's import conditions
  • Vessel name, destination and holds loaded
  • Commodity and quantity
  • Australian phytosanitary certificate number
  • Signed by a licensed fumigator with contact details provided
Treatment details for treatment occurring off-shore will not be endorsed on the Phytosanitary certificate.  

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.


Note:
  • Treatment may be undertaken onshore or in-transit.
  • Consignments found to be free of live insects during phytosanitary inspection may be fumigated in-transit.
  • On the detection of live injurious insects during phytosanitary inspection, consignments must be fumigated before re-presenting for inspection to the Authorised Officer. In-transit fumigation is not allowed under this situation

1) Karnal bunt (Tilletia indica) is known not to occur in Australia,
2) Witch weed (Striga spp) is known not to occur in the area of production,
3) A representative sample was inspected and found free from beetles of the Trogoderma species and Cacao bean weevil (Araecerus fasciculatus),
4) The feed ingredient (feed wheat) is fit for animal consumption.

Option 2 (EXDOC Endorsement 4965)
1) Karnal bunt (Tilletia indica) is known not to occur in Australia,
2) A representative sample was found free through laboratory testing of Witch weed (Striga spp),
3) A representative sample was inspected and found free from beetles of the Trogoderma species and Cacao bean weevil (Araecerus fasciculatus),
4) The feed ingredient (feed wheat) is fit for animal consumption.
