General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

​Consignments are to be packed in clean, new packages/bags not previously used for any purpose.

​It is the exporter’s responsibility to ensure the consignment is exported within 14 days of inspection and the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

A deciduous plant is a plant that loses its leaves seasonally.

Without prejudice to the requirements applicable to the plants in Commission Implementing Regulation (EU) 2019/2072  Annex VII of 28 November 2019, this ICR only applies to plants that have been grown in nurseries.

Exporters are required to check the EU list of plant species on the Commission database of Xylella fastidiosa host plants.

For Xylella fastidiosa host species

The Commission Implementing Regulation (EU) 2019/2072 requirements for the certification of Plants / Cuttings in respect to having been inspected at appropriate times are:

An official examination carried out in accordance with the following provisions:
  • They shall extend to the relevant plants or plant products grown, produced or used by the producer or otherwise present on his/her premises as well as to the growing medium used there;
  • They shall be made on the premises, preferably at the place of production;
  • They shall be made regularly at appropriate times at least once a year, and at least by visual observation, without prejudice to the special requirements listed in Annex IV.
Appropriate times shall be that when the pests or diseases of concern are most prevalent or most active.
Official examination may be undertaken by a person who has suitable qualifications to perform the inspection and make an official declaration. eg: State Department of Agriculture employee; Department of Primary Industry employee; Crop monitor; Company employed entomologist or agronomist.

Area freedom - Appropriate evidence to be presented to the Authorised Officer at the time of inspection.

Production Area freedom - Appropriate evidence to be presented to the Authorised Officer at the time of inspection

Treated - Appropriate evidence to be presented to the Authorised Officer at the time of inspection and details of treatment to be stated on the Phytosanitary certificate

Note:
  • Bacterial ring rot of potato (Clavibacter sepedonicus), Golden cyst nematode (Globodera pallida) and New Zealand black wart (Synchytrium endobioticum) are known not to occur in Australia. Area freedom or Place of production freedom certificate is required for Potato cyst nematode (Globodera rostochiensis).
  • To meet requirements stated in 1) Annex VII, point 2.1 (a-b) the “registered established name and number” (ABC / XXXX) must be added in the additional product description field of the Request For Permit (RFP) to export.

For Area Freedom - when attesting to point 4 (a) the following needs to be typed in the additional product description field.

  • The plants originate in the State of (name the state without brackets), established in Australia by the Department of Agriculture, Fisheries and Forestry, as being free from Thrips palmi in accordance with relevant ISPM.

OR

For Place of Production - when attesting to point 4 (b) the following needs to be typed in the additional product description field.

  • The plants originate in (name place of production without brackets), established in Australia by the Department of Agriculture, Fisheries and Forestry , as being free from Thrips palmi​ in accordance with relevant ISPM. ​
Note: If additional product description field on the RFP is not active then the exporter or the RFP provider must submit a request to the EXDOC Plant Program via (EXDOCPlantPrograms@aff.gov.au) to activate the field to add the above statements.​

Treatment

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

1) Consignment complies with Annex VII, point 2.1 (a-b) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries, which are registered and supervised by the national plant protection organization of the country of origin and have been inspected at appropriate times and prior to export,

2) Consignment complies with Annex VII, point 4 (a) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries and originate in an area, established in the country of origin by the national plant protection service of that country, as being free from Melon thrips (Thrips palmi) in accordance with relevant International Standards for Phytosanitary Measures, and which is mentioned on the phytosanitary certificate referred to in Article 71 of Regulation (EU) No 2016/2031 under the rubric ‘Additional declaration’,             

3) Consignment complies with Annex VII, point 7 (b.a) of Commission Implementing Regulation (EU) 2019/2072 - No symptoms of the relevant Union quarantine pests have been observed on the plants during their complete cycle of vegetation and plants originate in areas known to be free from Tobacco whitefly (Bemisia tabaci) and other vectors of the Union quarantine pests,

4) Consignment complies with Annex VII, point 10 (a-c) of Commission Implementing Regulation (EU) 2019/2072 - The plants are clean (i.e. free from plant debris) and free from flowers and fruits,have been grown in nurseries,have been inspected at appropriate times and prior to export and found free from symptoms of harmful bacteria, viruses and virus-like organisms, and either found free from signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms,

5) Consignment complies with Annex VII, point 11 of Commission Implementing Regulation (EU) 2019/2072 - Plants are dormant and free from leaves.

Option 2 (EXDOC Endorsement 2469)

1) Consignment complies with Annex VII, point 2.1 (a-b) of Commission Implementing Regulation (EU) 2019/2072 - Plants have been grown in nurseries, which are registered and supervised by the national plant protection organization of the country of origin and have been inspected at appropriate times and prior to export,

2) Consignment complies with Annex VII, point 4 (b) of Commission Implementing Regulation (EU) 2019/2072 - The plants have been grown in nurseries and originate in a place of production, established in the country of export by the national plant protection service in that country, as being free from Melon thrips (Thrips palmi) in accordance with relevant International Standards for Phytosanitary Measures, and which is mentioned on the certificates referred to in Article 71 of Regulation (EU) No 2016/2031 under the rubric ‘Additional declaration’, and declared free from Melon thrips (Thrips palmi) on official inspections carried out at least monthly during the three months prior to export,
