General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

​It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.


​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
The EU Directive 2000-29 requirements for the certification of Plants / Cuttings in respect to having been inspected at appropriate times are:

An official examination carried out in accordance with the following provisions:
a) They shall extend to the relevant plants or plant products grown, produced or used by the producer or otherwise present on his/her premises as well as to the growing medium used there;
b) They shall be made on the premises, preferably at the place of production;
c) They shall be made regularly at appropriate times at least once a year, and at least by visual observation, without prejudice to the special requirements listed in Annex IV.

Appropriate times shall be that when the pest / disease is most prevalent / active. Official examination may be undertaken by a person has suitable qualifications to perform the inspection and make an official declaration. eg: State Department of Agriculture employee; Department of Primary Industry employee; Crop monitor; Company employed entomologist.

Area freedom - Appropriate evidence to be presented to the Department of Agriculture Authorised Officer at time of inspection.

Production Area freedom - Appropriate evidence to be presented to the Department of Agriculture Authorised Officer at time of inspection.

Treated - Appropriate evidence to be presented to the Department of Agriculture Authorised Officer at time of inspection and details of treatment to be stated on the Phytosanitary certificate.

All plants must have been washed of any soil or growing media and be entirely free at time of inspection / export of any soil or growing media

Explanation of endorsement

Endorsement 2397:
  • Point 33 - place of production is known to be free from Bacterial ring rot of potato (Clavibacter michiganensis ssp sependoniscus), Golden cyst nematode (Globodera pallida), Potato cyst nematode (Globodera rostochiensis) and New Zealand black wart (Synchytrium endobioticum) - Bacterial ring rot of potato (Clavibacter michiganensis ssp sependoniscus), Golden cyst nematode (Globodera pallida) and New Zealand black wart (Synchytrium endobioticum) are known not to occur Australia
  • Point 34(a) 3) - the growing media at the time of planting was subjected to appropriate examination or heat treatment or fumigation to ensure that it was free from other harmful organisms
  • Point 34(b) 2) - since planting, within 2 weeks prior to export, the plants were shaken free from the medium leaving the minimum amount necessary to sustain vitality during transport
  • Point 36.1(c) - immediately prior to export, have been subjected to appropriate treatment against Melon thrip (Thrips palmi) and have been officially inspected and found free from Melon thrip (Thrips palmi)
  • Point 39 - are clean (ie free from plant debris) and free from flowers and fruits, have been grown in nurseries, have been inspected at appropriate times and prior to export and found free from symptoms of harmful bacteria, virus and virus-like organisms and signs or symptoms of harmful nematodes, insects, mites and fungi, or have been subjected to appropriate treatment to eliminate such organisms
  • Point 40 - are dormant and free from leaves
  • Point 46(b)(c) - subject to an appropriate treatment aimed at eradicating Tobacco whitefly (Bemisia tabaci)​​

Treatment

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
