1.1 Establishment registration

Establishments are required to be export registered to export eggs from Australian to New Caledonia.

Exceptions to establishment list and overseas registration

Preparation of goods at an export registered establishment and an export permit is not required if you are exporting the following, as these goods are not prescribed under the Export Control (Eggs and Egg Products) Rules 2021;

1. (a) eggs from a species other than Gallus gallus;
2. (b) egg products derived from eggs from a species other than Gallus gallus;
3. (c) eggs or egg products that are animal food or pharmaceutical material;
4. (d) liquid egg products exported in a consignment of not more than 10 litres;
5. (e) eggs or egg products not covered by paragraphs (a) to (d) exported in a consignment of not more than 10 kilograms;
6. (f) egg products in the form of a tablet or capsule;
   
7. (g) eggs or egg products for export to New Zealand.

Note

However, if New Caledonia​ requires a government certificate for the entry of the above goods, a certificate can be issued by the department – provided that the goods have been prepared in an export registered establishment.

1.2 Overseas listing

Establishments are not required to be establishment listed to export eggs from Australia to New Caledonia.

1.3 General information

An import permit is required for eggs exported from Australian to New Caledonia.

The validity of the permit is subject to change as determined by New Caledonia.

2.1 Operational requirements additional to Australia’s export legislation

New Caledonia has no known additional requirements that differ from those required in the Export Control (Egg and Egg Products) Rules 2021.

2.2 Microbial and residue sampling and maximum acceptable limits

New Caledonia has no known additional requirements for microbial ​sampling of egg and egg products that differ from those required in the Export Control (Egg and Egg Products) Rules 2021.

New Caledonia residue standards

Maximum residue limits (MRLs) or import tolerances for residues of specific agricultural and veterinary chemicals approved for use in Australia may not exist in New Caledonia or may be established at levels lower than those established in Australia. Maximum Limits (MLs) for contaminants may also vary between New Caledonia and Australia.

Food business operators should note that:

• These differences can be interrogated case-by-case by considering the New Caledonia standards and the Australian standards.
• Any detection of a residue above the New Caledonia ​MRLs/MLs (as applicable) at the border may result in rejection of the consignment.

3.1 Cage, barn and free-range table eggs

For shell eggs produced for human consumption, use Health Certificate template Z930 certificate with embedded endorsement.

I, the undersigned Official Veterinarian or inspector, do hereby certify that

1. The above-listed products have been obtained, prepared, handled and stored in accordance with the exporting country's health requirements for production and control as provided for by the exporting country's legislation and are therefore deemed fit for human consumption and preserved from any direct or indirect contamination by products, goods or any objects that do not show the same guarantees in terms of animal health or food
2. The above-listed products or their packages bear an official health marking certifying that they were entirely produced and inspected at the establishments stated in section 9.3, which are authorised to export by the exporting country
3. The modes of transport and loading conditions meet the exporting country's legal requirements in terms of food safety,
4. The exporting country's arrangements to manage the risks associated with transmissible spongiform encephalopathies (TSEs) agent is at least equivalent to recommendations of World Organisation for Animal Health (OIE).

I, the undersigned Official Veterinarian, do hereby certify that

1. The above-listed products are being exported from a country or zone specified at Appendix VIII-6 of the present decree GNC (3) and that they meet any restrictive requirements which may be set forth in column 4 of Appendix VIII-6 of the present decree (3);
2. Table eggs have been packaged in new disposable containers.
3. The above-listed products or their constituents or raw materials;
   
   1. have undergone the ad hoc treatments specified at Appendix XI of the present decree (3) for inactivating the pathogens of Newcastle disease (ND) and notifiable avian influenza (NAI);
   2. meet the following requirements:
4. The above-listed products or their constituents or raw materials (when they do contain fresh meat or meat products of poultry) are entirely derived from animals which have passed ante-mortem and post-mortem inspections especially for Newcastle disease and notifiable avian influenza;
5. The above-listed products or their constituents or raw materials:
   
   1. are entirely derived from animals that, from hatching or not less than 3 months up to and including slaughter or eggs collection, have stayed in and travelled through only countries or zones:
      
      1. a) specified in Appendix VIII-6 of the present decree (3); and
      2. b) that were not subject to any ban (at the time the animals were staying in or travelling through such countries or zones) as specified at Appendix VIII-6 column 3 of the present decree (3); and
      3. c) that were (at the time the animals were staying in or travelling through such countries or zones) ND-free and highly pathogenic notifiable avian influenza (HPNAI); and
      4. d) in which there has been no evidence of Newcastle disease or highly pathogenic notifiable avian influenza:
         
         1. up until this certificate was issued; or
         2. within three months after the animals stayed in or travelled through or were slaughtered in such countries or zones;
         3. within three months after the eggs were collected in such countries or zones; and
   2. are entirely derived from animals that, from hatching or not less than 3 months up to and including slaughter or eggs collection, have stayed in and travelled through only establishments:
      
      1. a) that were (at the time the animals were staying in or travelling through such establishments) free from notifiable avian influenza; and
      2. b) in which there has been no evidence of notifiable avian influenza:
         
         1. up until this certificate was issued; or
         2. within three months after the animals stayed in or travelled through such establishments; or
         3. within three months after the eggs were collected in such establishments; and
   3. are entirely derived from animals that, from hatching or no fewer than 30 days prior to and including slaughter or egg collection, have always remained at a distance of not less than 10 km away from any case of Newcastle disease or notifiable avian influenza.

3.2 Egg products that are not heat treated

There is no agreed certificate for the import of not heat-treated egg products into New Caledonia.

3.3 Egg products that are heat treated

For the import of heat-treated egg products into New Caledonia, use certificate Z930, as detailed in section 3.1 above. 

3.4 Manufacturing grade products

There is no agreed certificate for the import of manufacturing grade products into New Caledonia.

3.5 Consignments under 10kg and trade samples

There is no agreed certificate for the import of consignments under 10kg and trade samples into New Caledonia

4.1 Import permit

An import permit is required for eggs exported from Australian to New Caledonia.

The validity of the permit is subject to change as determined by New Caledonia.

4.2. Port of entry inspection and testing

New Caledonia has no known additional requirements for port of entry inspection and testing of egg and egg products that differ from those required in the Export Control (Egg and Egg Products) Rules 2021.

5.1 Packaging

New Caledonia has no known specific requirements for packaging in addition to those provided in the Export Control (Eggs and Egg Products) Rules 2021.

5.2 Labelling

New Caledonia has no known specific requirements for labelling in addition to those provided in the Export Control (Eggs and Egg Products) Rules 2021.

5.3 Shelf life

New Caledonia has no known specific requirements for shelf life restrictions in addition to those provided in the Export Control (Eggs and Egg Products) Rules 2021.

5.4 Use-by date

New Caledonia has no known specific requirements for use-by date in addition to those provided in the Export Control (Eggs and Egg Products) Rules 2021.

5.5 Shipping marks

New Caledonia has no known specific requirements for shipping marks in addition to those provided in the Export Control (Eggs and Egg Products) Rules 2021.

6.1 Refrigeration, transfer and loadout

Eggs and egg products must be transported to ensure their condition and integrity is maintained in accordance with the requirements of the Export Control (Eggs and Eggs Products) Rules 2021.
