General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

​Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Explanation of the e​ndorsements

Endorsement 5874:
Freedom from the following pests may be endorsed based on area freedom, crop inspection during active growth or laboratory testing. An area freedom certificate, a crop inspection report or a laboratory analysis certificate must be presented as supporting evidence:
  • Stem and bulb nematode (Ditylenchus dipsaci)
  • Rot (Burkholderia gladioli)
  • Pink root (Pyrenochaeta terrestris) 
  • Onion smut (Urocystis cepulae)
The following pests are not on the seed export pathway for Allium cepa seed. Freedom from these pests may be endorsed without any supporting evidence:
  • Bacterial wilt (Erwinia chrysanthemi)
  • Needle nematode (Longidorus spp)
  • Root knot nematode (Meloidogyne spp)
  • Fruit fly (Ceratitis spp)
  • Sturdy root nematode (Paratrichodorus spp)
  • Lesion nematode (Pratylenchus spp)
  • Stubby root nematode (Trichodorus spp)
Freedom from the following pests may be endorsed based on visual inspection of a representative sample by an Authorised Officer:
  • White fringed beetle (Naupactus leucoloma)
  • Darnel grass (Lolium temulentum)
  • Garden snail (Helix aspersa)
  • American serpentine leaf miner (Liriomyza trifolii)​
The additional declaration is only to be endorsed on the phytosanitary certificate where the import permit specifically states this requirement. If the import permit does not require specific additional declaration, the phytosanitary certificate is to be issued with nil additional declaration. Exporters are to refer to the import permit to determine the appropriate additional declaration for their consignment.
