Export Control (Fish and Fish Products) Orders 2005.
Furthermore, the Orders do not apply to:
- liquid fish products exported in a consignment of no more than 10 litres
- dried fish and dried fish products (other than dried abalone) exported in a consignment of no more than 2 kilograms
- fish and fish products (other than liquid fish and dried abalone) exported in a consignment of no more than 10 kilograms.
However, the Department may provide an export certificate if one is required by the importing country competent authority.

Departmental-administered legislation.

7. Documentation requirements for products for human consumption
7.1 Live seafood
Live finfish, bivalves, crustaceans, echinoderms, gastropds, cephalopods and tunicates
For export eligible live seafood, use an FX46 Certificate.

The FX46HK Certificate contains the following attestations:
I hereby certify that to the best of my knowledge the conditions or restrictions applicable under the particular inspection system prescribed in Regulations or Orders under the
Export Control Act 1982 have been complied with in respect of the prescribed goods described above, being goods that are;
- In sound condition
- Fit for human consumption
- Of Australian origin
For seafood imported into Australia and exported into East Timor without any processing or preparation in Australia, the Ministry of Agriculture and Fisheries of East Timor has agreed to accept a relevant letterhead declaration issued by The Department who will require proof that the product has been legally imported into Australia – Exporters requesting this letterhead declaration will need to provide to the department with the import permit number for the product.
7.2 Non-viable seafood
Non-viable finfish, bivalves, crustaceans, echinoderms, gastropods, cephalopods and tunicates
For export eligible non-viable seafood, use an FX46 certificate.
