It is the exporter's responsibility to ensure that the animal meets the importing country requirements. Additional information to assist exporters with how to prepare reproductive material for export is available on the Department’s website.

The import and transit of reproductive material into the European Union (EU) is strictly regulated under EU legislation and enforced by the Department through Departmental officers in the regional office from where the reproductive material is to be exported.

Rules for the entry into the EU of germinal products of dogs and cats have not been harmonised. Member States may, following an evaluation of the risks involved, apply national rules, provided those rules comply with the requirements laid down in paragraph 1 of Article 234 of Regulation (EU) 2016/429 and provided that they take into account the matters referred to in Articles 235 and 236 of that Regulation.

Note

Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.

Health certification

There are no agreed conditions for the export of canine semen to Sweden from Australia. The following information is intended as a guide only.

Importation of fresh non-frozen dog semen

The following documents must be presented for the Swedish customs officials and for the veterinarian who will carry out the insemination.

1. A valid import license.
   
   
2. A veterinary certificate, written in either the Swedish, or English language. This document is to be written and signed by a licensed veterinarian in the country of origin within 15 days prior to importation to Sweden. The document must contain ​the following assurance:
   
   
   1. a) the identification (identification number or description of breed, age, sex, colour, coat and distinguishing marks) of the donor,
      
      
   2. b) that the donor at the time of semen collection was examined and found clinically healthy and no suspicion or evidence existed, indicating that the donor was infected with or the carrier of any contagious diseases;
      
      
   3. c) that a blood sample has been taken from the semen donor within 15 days prior to importation to Sweden. This blood sample is to be examined for the presence of infection with brucellosis and leptospirosis. The results of these tests must be completed within the 15 days period and the donor must be found free from these diseases.
      
      
3. ​An additional document written and signed by the licensed veterinarian who collected the semen in the country of origin. This document must guarantee that the semen sample to be imported was collected from the dog identified in point 2 and that the container in which the semen is transported has been sealed by the authorised veterinarian who executed the semen collection. The container shall be marked with the donor dogs' identification data (identification number or description of distinguishing marks).
   

Importation of frozen dog semen

The following documents must be presented for the Swedish customs officials and for the veterinarian who will carry out the insemination:

1. A valid import licence.
   
   
2. A certificate of health, written in either Swedish, or English. This document is to be written and signed by an authorised veterinarian in the country of origin within 15 days prior to import to Sweden. The document must contain the following assurances:
   
   
   1. a) the identification (identification number or description of breed, age, sex, colour, coat and distinguishing marks) of the donor,
      
      
   2. b) that the donor at the time of semen collection was examined and found clinically healthy and no suspicion or evidence existed, indicating that the donor was infected with or the carrier of any contagious diseases,
      
      c) that a blood sample, taken from the semen donor not earlier than 20 days and not later than 30 days after semen collection, was examined for the presence of infection with brucellosis and leptospirosis and that the donor was found free from these diseases.
      
      
3. An additional document certified by the authorised veterinarian who collected the semen. This document must guarantee that the semen sample to be imported was collected from the dog identified in point 2 and that the container in which the semen is transported has been sealed by the authorised veterinarian who executed the semen collection. The container shall be marked with the donor dogs identification data (identification number or description of distinguishing marks).
