It is the exporter's responsibility to ensure that the animal meets the importing country requirements.

Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.

Health certification

The health certificate must be in both English and Russian. To obtain the dual-language health certificate template, contact the relevant Department of Agriculture regional office.

Health certificate

1. The animals were visually examined within 72 hours prior to dispatch, and had no signs of any infections or contagious diseases and to the best of my knowledge they have not come in contact with animals of a lesser health status.
   The Department issues certification based on a declaration by a registered veterinarian.
2. The animals originate from aquaculture properties where there have been no reported cases for the past 24 months of poikilothermic aquatic animals diseases to which the export animals are susceptible as identified in the list of specific diseases of poikilothermic aquatic animals and susceptible species as provided in Chapter 17 of the Common veterinary (veterinary-sanitary) requirements for goods subject to veterinary control (surveillance), approved by the Customs Union Commission Decision No 317 of 18 June 2010 «On the implementation of veterinary-sanitary measures in the Customs Union.
   The Department issues certification based on documentation from the State or Territory Veterinary Authority of no reports of the relevant notifiable diseases on the property of origin for the relevant time period.
   AND
   The Department issues certification based on a vendor declaration confirming that no cases of non-notifiable disease occurred on the property of origin for the relevant time period.
3. The animals were wild caught and kept in quarantine for at least 30 days at the temperature above 12°C at a government approved premises, under supervision of a registered veterinarian. During the quarantine a representative* sample (samples) of the live fish, invertebrates and other poikilothermic aquatic animals was (were) visually examined and clinically tested for specific diseases, in accordance with the OIE Manual of Diagnostic Tests for Aquatic Animals to which the export animals are susceptible, and in accordance with the list of specific diseases of poikilothermic aquatic animals and susceptible species as provided in Chapter 17 of the Common veterinary (veterinary-sanitary) requirements for goods subject to veterinary control (surveillance), approved by the Customs Union Commission Decision No 317 of 18 June 2010.
   The Department issues certification based on isolation declaration from the operator of the quarantine premises.
   AND
   The Department issues certification based on a declaration from the registered veterinarian confirming supervision of pre-export quarantine and their examination.​
   AND
   The Department issues certification based on the registered veterinarian’s examination records and laboratory test results.
4. Animals identified in Section 2 of this veterinary certificate are transported under conditions, including the quality of water, that do not affect their health status.
5. Animals identified in Section 2 of this veterinary certificate are packed in new containers or other packaging that have been cleaned and disinfected in order to destroy disease agents.
6. Each packaging unit (container) is numbered and marked with a label placed on the packaging surface and containing details from Sections 1.1, 1.2 and 2.2 of this certificate.
   *a number sufficient to detect 20% prevalence with 95% confidence.
   (4-6) Exporter declaration that the aquatic animals were transported under conditions that will not affect their health status in new containers or other packaging that has been cleaned and disinfected in order to destroy disease agents and that each packaging unit (container) is numbered and marked with a label on the surface containing the details from Sections 1.1, 1.2 and 2.2 of the health certificate.
