It is the exporter's responsibility to ensure that the animal meets the importing country requirements.

There are no agreed conditions for the export of birds from Australia to the Republic of the Philippines.

A Sanitary and Phytosanitary (SPS) Import Certificate/VQC from the Republic of the Philippines' Department of Agriculture (Bureau of Animal Industry) is required and is the equivalent of an import permit.

Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.

Health certification

Exporters must obtain a Veterinary Quarantine Clearance (VQC) with attached import health requirements from the Philippines' Government.

Certifying officers must review the import permit(s) and conditions provided by the exporter and ensure that the issued document(s) are consistent with the permit.

The health conditions below reflect the requirements included in a VQC issued in February 2021. As importing country requirements may change without advice to the Department you should check the importing country's documentation carefully at the time of preparation for export.

Certificate of Origin and Health

1. The birds to be exported have been bred, born and raised in the country of origin.
2. The birds originated from areas or premises where there has been no clinical evidence of Avian Influenza, Newcastle Disease and Salmonella Pullorum for the preceding year. Furthermore, there was no sign of these diseases within a 30 km area around the farm during the last 30 days.
3. The birds have been quarantined for at least 30 days prior to export under the supervision of a government veterinary quarantine officer and found free from clinical evidence of any infectious disease. During the quarantine period, the birds have been subjected to the following tests with negative results:
1. Avian Influenza virus serotypes H5 and H7: Hemagglutination Inhibition (HI) Test and Virus Isolation
2. Newcastle Disease: Hemagglutination Inhibition (HI) Test.
4. The test methods followed the 'Manual of Standards for Diagnostic Test and Vaccines of the World Organization for Animal Health (OIE)' and with ff. sampling size:
1. 10 birds or less – 100%
2. 11 – 49 birds – 15 birds
3. 50 – 299 birds – 20 birds
4. 300 and more – 30 birds
5. The birds have been examined by a government veterinary authority and were found to be clinically healthy and free from signs of any infectious or contagious disease at the time of inspection prior to export.
6. The birds have not been in contact with or exposed to any bird suffering from any infectious disease within 30 days preceding the date of inspection, prior to export.
7. The birds have not been vaccinated with any vaccine that has not been approved.

Permission to move animals out of Australia

You may need permission under wildlife trade laws to move certain animals out of Australia. Refer to the Department's International wildlife trade requirements. There is specific guidance for non-commercial wildlife trade for public exhibition, scientific research, conservation breeding and personal use.

Not all live animals are permitted to be imported into Australia. You should make yourself familiar with the Department's requirements for importing live animals. This is important as your animal may have been exposed to diseases that do not occur in Australia.
