It is the exporter's responsibility to ensure that the animal meets the importing country requirements. Additional information to assist exporters with how to prepare reproductive material for export is available on the Department’s website.

An import permit is required. If the import permit is in a language other than English, a certified English translation by a NAATI 2/3 level translator or equivalent must also be provided.

Contact the Japanese Ministry of Agriculture, Forestry and Fisheries for information about the process required to import reproductive material into Japan from Australia.

Note

Where an importing country issues an import permit, the exporter must ensure the animal meets any requirements in the permit.

I, Dr ………………………………, a duly authorised government veterinary officer, hereby certify that:

1. Australia has been free of foot and mouth disease, rinderpest, contagious bovine pleuropneumonia, bovine spongiform encephalopathy (BSE), vesicular stomatitis, lumpy skin disease, rabies, Rift Valley fever, Aujeszky's disease, haemorrhagic septicaemia and trypanosomiasis for at least six (6) months before collection of the exported semen.
   
   
2. The bull from which the exported semen was collected (hereinafter referred to as "the donor bull") has remained in Australia for at least six (6) months and has not been used for natural service.
   
   
3. There has been no clinical, microbiological or serological evidence of bluetongue, brucellosis, tuberculosis, paratuberculosis (Johne's disease), leptospirosis, infectious balanoposthitis, vibriosis (campylobacteriosis), trichomoniasis and enzootic bovine leucosis on the premises (including the AI centre, hereinafter referred to as "the premises of origin") for at least six (6) months immediately before a commencement of the examinations in item 4.
   
   
4. The donor bull have undergone the following examinations with negative results within six (6) months immediately before collection of the exported semen.
   
   
   1. (1) Bluetongue - agar gel immunodiffusion test (AGID)*
   2. (2) brucellosis - tube agglutination test (reaction less ​than 50 IU/ml)*
   3. (3) tuberculosis - tuberculin intradermal reaction test*
   4. (4) paratuberculosis (Johne's disease) - faecal culture test, or Johnin intradermal reaction test AND complement fixation test (CFT)*
   5. (5) leptospirosis - agglutination-lysis test (reaction less than 50% of agglutination at a dilution of 1:400 as to L pomona, L hardjo, L icterohaemorrhagiae, L canicola and L grippotyphosa)*
   6. (6) infectious balanoposthitis - clinical inspection*
   7. (7) vibriosis (campylobacteriosis) - culture test of preputial cavity washings*
   8. (8) trichomoniasis - microscopic examination of preputial washings and culture test*
   9. (9) enzootic bovine leucosis - agar gel immunodiffusion test (AGID)*

5. The donor bull and other animals within the premises of origin have to be free of clinical evidences of any infectious diseases, at the time of collection of the exported semen.
   
   
6. The exported semen was collected and processed under the supervision of a veterinary official of the government authorities of Australia or a veterinarian accredited by the said government authorities at the facilities where sanitary conditions are secured.
   
   
7. The diluent used for processing the exported semen is be free of animal infectious disease agents.
   
   
8. Ampules or straws used for packing the exported semen shall be marked with numbers etc of each donor bull and the date of each collection.

In addition to these export health requirements commercial semen exports must also be accompanied by an Import Semen Certificate issued by an Australian organisation approved under the Japanese Law for Improvement and Increased Production of Livestock (Law No 209 enacted on May 27 1950 as amended). The Japanese Minister for Agriculture, Forestry and Fisheries has approved the Australian Registered Cattle Breeders' Association Inc (ARCBAI) for this purpose. Prior to collecting any semen for export to Japan, exporters should contact ARCBAI directly to obtain the relevant details. Only semen accompanied by the relevant ARCBAI certificate will be permitted for export. ARCBAI contact details are as follows:
