General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.
        
From 1 April 2021, Malaysia will require an import permit and phytosanitary certificate for all grain imports. Malaysia defines 'grain' as all commodities under chapters 10, 11 and 12 of the Harmonised Commodity Description and Coding Systems (HS). This includes barley. Refer to Annex 1 of the New Import Requirements for Importation of Grains and Grain Products into Malaysia, 2021 for further detail.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

In the period before 1 April 2021:
  • Exporters must still confirm with the Malaysian Department of Agriculture (DoA) if an import permit and phytosanitary certificate is required.
  • An import permit may be required, as confirmed by Malaysia DOA, if seed husks may be used for stockfeed. If an import permit is required, a phytosanitary certificate may also be required.
  • If exporters are not issued an import permit, then a phytosanitary certificate will not be issued. However, prescribed grains such as barley still require inspection and the issuance of export permit.
​It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.
