Non-viable fish and fish products
An electronic health certificate is available in the NEXDOC system for the export of certain fish and fish products.
Exporters may request one of the following three templates based on the type of products (Aquaculture/wild caught), transport condition (frozen, chilled or ambient) and mode of transport (air or sea freight):

For products included in the table above, the request for export (REX) process will remain unchanged. The information included in the REX, once validated, will automatically be used for the issuance of the paper-based health certificate. You will be able to remote print the certificate. If you would like further information or wish to obtain an application form to register for remote print, please contact foodexports@aff.gov.au.
The NEXDOC-generated paper certificate will replace the interim manual health certificate template provided in Excel format. For the above products, you will no longer be required to request or complete the manual health certificate.

The undersigned certifying official certifies that the product(s):
Fishery products,
- The product from each batch / described above have been processed, inspected and graded in (an) establishment(s) that has been approved by and under control of the Competent Authority
- Have been handled, prepared or processed, identified, stored and transported under a competent HACCP and sanitary programme consistently implemented and in accordance with requirements laid down in Codex Code of Practice for Fish and Fishery Products (CAC/RCP 52-2003)
- The product from each batch / has been found to be free of disease based on sampling and testing method recognised by the World Organisation for Animal Health (OIE) for demonstrating absence of disease and inspected according to the appropriate procedures and subsequently found, at the time of inspection
- For other fish species - declared free in accordance with the list of fish diseases of OIE relevant to the susceptible species.
- To show no visible/clinical signs of diseases.
- The fish must be packaged in shipping containers, holding units and/or conveyances that are either new or cleaned and disinfected. The shipping containers and/or holding units must prevent release of the shipping contents (e.g., water or animals) while en route.
Non-viable finfish (not included in the above table), bivalves, crustaceans, echinoderms, gastropods, cephalopods and tunicates
Consignments of non-viable finfish (not included in the above table), bivalves, crustaceans, echinoderms, gastropods, cephalopods and tunicates are required to be accompanied by the following documentation at the time of export:
- Health Certificate,
- Exporters are advised to work with their Indonesian importers to ensure a seafood species is permitted for import before exporting. Then, you must contact the department for development of an alternative certificate.
- Certificate of Origin (COO) (a list of Certificate of Origin providers can be found on the (Austrade website)

Every fishery product that enters the territory of the Republic of Indonesia for re-export to the European Union, has additional requirement of free from Illegal, Unreported, and Unregulated (IUU) fishing for fishery product from ocean fishing in the form of a Catch Certificate from the authorised authority at the country of origin differentiated by:
- countries that have been notified of provision of the European Council Regulation (EC)Number 1005/2008; and
- countries that have not been notified of provision of the European Council Regulation (EC) Number 1005/2008
To apply for a health certificate for non-viable finfish (not included in the above table) bivalves, crustaceans, echinoderms, gastropods, cephalopods and tunicates
- Exporters/NEXDOC users are advised to raise a request for export (REX) in NEXDOC as per the normal process to the COMP stage. Please note a health certificate WILL NOT be created at the COMP stage.
- Following this, exporters are required to email
foodexports@aff.gov.au requesting a manual health certificate template. Please title the subject line of your email with the following information: “Query – Indonesian Seafood Template Request". Please include the REX number within the email body.
- Once this information has been provided; the department will provide a manual certificate template via return email which must be filled out by the exporters using the REX information in NEXDOC.
- To Note: The manual certificate template will be provided in Excel spreadsheet format.
- In assisting exporters and registered seafood establishments in completing this certificate, an
example guidance document (PDF | 105KB) has been provided.
- Exporters shall email the completed certificate to
foodexports@aff.gov.au using email subject title: 'Air/Sea, Manual, FXIN01, Indonesia, Exporter, Collection location' and quote the REX number within the email body.
- Staff at the regional office will notify exporters when the certificate is ready for collection
- When collecting the certificate, a facilitation letter will also be provided which must accompany the health certificate.
- Please do not attend the regional office before you are advised the certificate is ready for collection.
