Milk and milk products that are prescribed under Australia's export rules:
- are milk or milk products derived from a bovine animal; and
- are intended to be exported as food.
Milk and milk products that are not prescribed under Australia's export rules
Milk and milk products which do not meet the criteria under the Export Control (Milk and Milk Products) Rules 2021 are classified by Australia as non-prescribed goods. It is the responsibility of the exporter to confirm with Algeria if there are any specific requirements for the importation of these products. Typically, non-prescribed goods include ice-cream, non-bovine milk products, colostrum and products with a minor component of dairy.

In some cases, an importing country requires specific health certification and government oversight for what would typically be non-prescribed milk and milk products. When required, these products become prescribed under export legislation and must meet all export and importing country requirements. This includes the products being manufactured and stored at an export registered establishment and must have a valid export permit and health certificate for each consignment. 5.1.1 Health certification for milk and milk products
For milk and milk products produced for human consumption (including milk and milk products classified as a prescribed good by an importing Country), health certificate templates are provided below for the various products.
Until further notice, NEXDOC issued dairy export health certificates for the Algerian market need to be signed and wet stamped by departmental officers. Please contact dairyeggsfish@aff.gov.au for more information.
Health certificate for milk powder
For milk powder, use the EX314A Health Certificate. The EX314A contains the following attestations:
- The products described in this certificate are of sound quality and are fit for human consumption.
- The milk used in the production of the products described in this certificate is from a region or country that has been unaffected during the past 12 months by foot-and-mouth disease, vesicular stomatitis, rinderpest, peste de petits ruminants, contagious bovine pleuropneumonia, lumpy skin disease, Rift Valley Fever and rinderpest.
- Products described in this certificate have been produced from cow’s milk sourced in farming concerns free of bovine spongiform encephalopathy at the moment of collection.
- Products described in this certificate have been produced from milk free of residues, antibiotics, hormones, pesticides or any other substances known to be harmful to health in accordance with the regulations in force.
In respect of milk powder, the levels of dioxin and PCB do not exceed the accepted international standards and meet the following toxicological specifications:

Attachment to health certificates - EX314A, EX314B, and EX314C - AA10
As the attestations of the health certificates listed above print over two pages, shipping marks, numbers and container numbers, description of goods, production date, batch/lot codes, expiry date, total net weight and gross weight need to print on the AA10 Attachment to Health Certificate.
Other milk products
For milk and milk products (except for butter, casein, milk powder, hard cheese, semi hard cheese, infant powder, whey powder and membrane & ultra filtration product) for human consumption, please
contact the Department as to the correct certification to be used.
Basis on which specific attestations on EX314A, EX314B, and EX314C can be made
(a) Animal health assurances - These can be made on the basis of Australia's animal health status and import policies.
(b) Food safety assurances - These can be made on the basis of Australia's food safety controls and import policies. There is a very high level of margin in the toxicological specifications for PCB, dioxin, iron and copper listed in attestation 4 and the levels detected in Australia and would be likely to be detected in countries from which dairy product ingredients are sourced. There is also a very high level of margin between the radiation levels listed in attestation 7 and the levels detected in product manufactured in Australia, including those containing imported ingredients.
(c) Microbiological specifications - These can be made on the basis of laboratory certificates that must be lodged prior to collection of the health certificates.
(d) Restriction on product that is more than 3 months old at the time of loading - These can be made by checking the date of manufacture on health certificates.
NATA certificates
National Association of Testing Authorities (NATA) certificates are required for all milk and milk products being exported to Algeria, as per Section 5 of the Algerian Health Certificate, the
Microbiological Criteria of Milk and Milk products and the
Food Standards Code. NATA results do not need to be provided for sulphite reducing organisms for milk powder, as there is no NATA laboratory currently accredited for this test.
NATA certificates must be available at audit or if requested by the Department.
If an Algerian certificate does not nominate a specific microbiological standard for a particular microbiological parameter, the Algerian authorities have advised the Department to use the standards provided in Export Control (Milk and Milk Products) Rules 2021.

Exporter declarations and raising REXs
Exporters must include the following exporter declaration in each Request for Export - 'Milk products in this shipment meet Algerian product testing requirements. Results are supported by NATA certification.
When raising a Request for Export, exporters must provide:
- the batch code of the consignment
- use-by dates for each line item
- gross weight amounts for each line item
- gross weight units for each line item
- transfer documentation.
Transit Certification Requirements
Milk and milk products transiting the European Union or the United States may require transit documentation. These certificates are available as additional certificates through the NEXDOC system. If the product is transiting the United States, standard certification is required and the exporter should
contact the Department for advice on how this certification may be issued. If the product is transiting a European Union member state, see the particular European Union member state regarding the certificate template to select.
