General Requirements

ICR refers to heat treated and kiln dried logs and temperate hardwood logs.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

Kiln dried or Heat treated logs:

Consignments must be debarked and no more than 2% of the surface of all timber in a lot/consignment may retain bark. With no single article retaining bark on more than 5% of its surface.

Cannot be commingled with other regulated materials unless all regulated articles in the same holds or sealed container have been heat treated or kiln dried.

The Export Control Act 2020 and the Export Control (Wood and Woodchips) Rules 2021, require an export licence issued by the Department of Agriculture, Water and the Environment for any exports of two tonnes or more of:
  • woodchips;
  • wood in the round (i.e. logs);
  • wood with a cross sectional area of at least 225 square centimetres
These are considered ‘prescribed goods’ under the Export Control (Wood and Woodchips) Rules 2021. 

A licence is not required for the above listed wood and woodchips if:

If an export licence is required, it is the responsibility of exporters to obtain a licence to export prescribed wood or woodchips prior to export.

The only responsibility authorised officers have in relation to the export licences for unprocessed wood is to inform unprocessed wood exporters of the possible requirement to hold a licence to export unprocessed wood.

Treatment

Kiln dried or Heat treated timber:

  • Consignments must be heat treated or kiln dried, prior to import, in accordance with article 319.40-7(c or d) of the APHIS 7 CFR.

Either each item or bundle of timber must be marked by permanent marking or alternatively, the consignment is accompanied by an exporters declaration attesting to treatment.

Temperate Hardwood logs with or without bark:

  • Consignments must be fumigated, prior to import, in accordance with article 319.40-7(f)(1)(i), T312 or (ii), T404 of the APHIS 7 CFR.
