Consignments are to be free from pests, soil, weed seeds and extraneous material.
Only the underground portion of Daucus carota is considered host tissue for White Fringed beetle (Naupactus leucoloma).
Carrots sourced from areas prescribed by the protocol must be inspected by an authorised officer with the additional protocol job function HEP4001:8 Export inspection horticulture protocol: Root vegetable.
Exports of carrots from the following areas are permitted entry subject to complying with BAPHIQ requirements, and are not subject to complying with the protocol:
Exports of carrots from the following areas where Burrowing nematode (Radopholus similis) is known to occur are permitted entry subject to complying with Taiwan Carrot Protocol (Quarantine requirements for the importation of fresh carrots from areas where burrowing nematode (Radopholus similis) is known to occur in Australia):
- New South Wales
- Northern Territory
- Queensland
- South Australia
- Western Australia
The Protocol and Work Plan are published in to the restricted Documents section of Micor Plants. Clients who require access to these documents are required to register with Plant Exports. Refer to the Documents section.
A summary of the requirements of the Taiwan Carrot Protocol is:
- Quarantine pests of concern are: Burrowing nematode (Radopholus similis); Stem nematode (Ditylenchus dipsaci) & White fringed beetle (Naupactus leucoloma).
- Growers, packhouses and storage facilities must be accredited by the department for the export of carrots to Taiwan
- Consignments are subject to either a 2% or 600 unit phytosanitary inspection
- Consignments are to be packaged, labelled and sealed as per the requirements stated in the Taiwan Carrot Protocol
- Containers are to be inspected by the department prior to loading
- Loading of containers must be supervised by the department
Cartons must be clearly labelled with the:
- designated production area accreditation number
- packing run number or date/s of packing
- packhouse registered establishment number.
Plants and plant products exported by sea transport shall be transported in containers which are sealed and arrive in Taiwan with seals intact.
The designated production area accreditation number must be entered in the 'Lot number' field of the Request for Permit (RFP), after the statement "PRODUCTION SITE NUMBER: "
The registered packhouse number/s must be entered into the "shipping marks" field of the EXDOC Request For Permit (RFP) and be in the example format of: PACKHOUSE NO: XXXX.
In the case of sea freight, the container and seal number must be entered under "Containers" and "Seal" fields of the EXDOC Request For Permit (RFP) and be in the example format of: ABC1234/DEF5678.
All plants and plant products transhipped through countries or districts where designated insects, mites, fungi, bacteria, viruses or nematodes occur shall be properly packed and sealed in Australia in such a way that they shall not be in contact with any other consignment.
