General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Explanation of endorsements:

Consignments exported under import permits which indicate requirements for freedom from specific pests must use endorsement XXXX. Consignments exported under import permits which do not indicate requirements for freedom from specific pests must meet the tolerances listed in Table 1 and Table 2.

Endorsement 5162:

The department would endorse freedom from insects with nil tolerance (Table 1) in export consignments on exporters providing evidence attesting to the endorsement.

Exporters are to ensure that the consignment meets the tolerances from pests listed on Table 2. The freedom from pest with tolerance will not be endorsed on the phytosanitary certificate.

Table 1: Pests with zero tolerance in export consignment
PestsTolerance %Evidence
Cerebella andropogonis0In Australia, Cerebella andropogonis is found growing on the sphacelia of 8 Claviceps species. Consignment free of Claviceps species may be free of Scab (Cerebella andropogonis). No Evidence required when no ergot (Claviceps spp) are detected in export consignment.
Drechsela leaf spot (Drechsela australiensis)0Crop inspection, laboratory testing or area of production freedom certificate
Himaydis sp0
Not known to occur in Australia - no evidence is required to endorse freedom from this pest.
Stalk rot (Nigrospora sphaerica)0It is a leaf pathogen and not on seed export pathway. No evidence required for endorsing freedom from this pest when seeds are free of leaves.
Leaf rust (Puccinia chloridis)0Crop inspection, laboratory testing or area of production freedom certificate
Rust (Uromyces kenyensis)0Not known to occur in Australia - no evidence is required to endorse freedom from this pest.
Chloris striate mosaic virus (CSMV)0Chloris striate mosaic virus (CSMV) not recorded on Chloris gayana seeds in Australia. Endorsed freedom without citing an evidence.
Nematodes (Xiphinema elongatum)0Crop inspection, laboratory testing or area of production freedom certificate
Nematodes (Xiphinema ifacolum)0Crop inspection, laboratory testing or area of production freedom certificate
Ergot (Claviceps sp)0Visual inspection by an Authorised Officer
Trichoderma spp0Soil Fungi and not on seed export pathway.
Visual inspection by an Authorised Officer.

Exporters are to ensure the tolerances for pests listed in Table 2 are met. Authorised Officers is not responsible for enforcing these tolerances.

Endorsement 7654:
  • Fusarium gramineum is a synonym of Gibberella stalk rot (Gibberella zeae). This pathogen is not present in Australia and no evidence is required to endorse freedom from this pest.
  • No evidence is required to endorse freedom from Pythium australiensis as this species is not recorded in scientific literature.
  • Heminthosporium carbonum is the anamorph of Cochliobolus carbonum. Laboratory testing, crop inspection or area freedom for one will cover both.
  • Rust (Uromyces kenyensis) and Smut (Tolyposporium chloridis) are not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • A laboratory analysis certificate, area freedom certificate or crop inspection certificate is required to endorse freedom from Leaf blight (Pyricularia pennisetigena), Take-all (Gaeumannomyces spp.), Fusarium head blight (Fusarium equiseti), Northern corn leaf spot (Cochliobolus carbonum), Phomopsis blight (Phomopsis spp.), Leaf rust (Puccinia chloridis), Southern leaf blight of corn (Cochliobolus heterostrophus), Leaf blight (Cochliobolus chrolidis), Ergot (Claviceps spp.), Anthracnose (Colletotrichum spp.), Meadow nematode (Pratylenchus brachyurus), Wheat nematode (Anguina tritici), Nematodes (Ditylenchus spp.), Nematodes (Aphelenchoides spp.) and Witchweed (Striga spp.).
Exporters are to ensure that the consignment does not contain any genetically modified product, regardless of the endorsement used.

Consignments must be accompanied with Invoice and Certificate of Origin, regardless of the endorsement used.

Non-GMO requirements:

If certification is required (refer to import permit/NPPO notification), the exporter is responsible for ensuring that the consignment is accompanied by a Certificate as to Condition attesting that the seed has not been genetically modified.

If requested, a Certificate as to Condition (Grain - GX46/Horticulture - HX46) can be issued for the consignment that is specifically supported from information supplied by the Office of the Gene Technology Regulator (OGTR) and where it is a government requirement of the importing country for non-GMO certification (refer to import permit/NPPO Notification).

The following text must be added to the additional declaration field when a GX46/HX46 template is added to the RFP:

The Office of the Gene Technology Regulator has advised the department that there has been no intentional release into the Australian environment of genetically modified product(s) listed on this certificate.

Treatment

Consignments are to be treated with appropriate fungicide or insecticide at approved label rates when specified on the import permit.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.
