General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

​It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.


Note: If an import permit is obtained, it may or may not require freedom from Karnal bunt (Tilletia indica), Common bunt of wheat (Tilletia tritici), Dwarf bunt (Tilletia controversa) , Common bunt (Tilletia laevis) and Downy mildew of wheat (Sclerophthora macrospora) specifically.​​
  • If these pests are mentioned specifically, a laboratory analysis certificate and/or area freedom certificate endorsing freedom from Common bunt of wheat (Tilletia tritici), Common bunt (Tilletia laevis) and Downy mildew of wheat (Sclerophthora macrospora) must be presented to the Authorised Officer at time of inspection. Karnal bunt (Tilletia indica) and Dwarf bunt (Tilletia controversa) are not known to occur Australia; no supporting documentation is required for these pests.
  • If these pests are not mentioned specifically, no laboratory analysis certificate is required at inspection or authorisation.
Explanation of the endorsements:

Import permits may indicate varying requirements for additional declarations. Please refer to the import permit for the correct additional declaration.

Endorsement 7606:
  • Visual inspection by an Authorised Officer is sufficient for endorsing freedom from Sri Lanka's quarantine weed seeds.​
Endorsement 7551:
  • ​A laboratory analysis certificate must be provided as evidence that the seeds have been tested and found free from Common bunt of wheat (Tilletia tritici), Common bunt (Tilletia laevis) and Downy mildew of wheat (Sclerophthora macrospora)​.​​

Treatment

Consignments are to be fumigated with an appropriate fumigant at recommended manufacturers requirements before export.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section if official advice allowing this is received from NPQS. Otherwise, details of treatment are not to be endorsed on the phytosanitary certificate in the treatment section.

Copy of the fumigation certificate must accompany the consignment.

OR

In-transit phosphine fumigation:

Consignments are to be fumigated with phosphine in-transit at Australian approved label rates.

The Department of Agriculture, Water and the Environment negotiated with Sri Lanka to allow in-transit phosphine fumigation for Australian consignments of wheat. A Certificate as to Condition (GX46) can be issued stating `The fumigation of [enter vessel name and voyage number] was conducted in-transit by a licensed fumigator in accordance with Sri Lanka's import conditions and the treatment certificate attached.

For treatment which is undertaken in-transit, the licensed fumigator is to provide the Department of Agriculture, Water and the Environment prior to departure with:

  • Permit issued by the APVMA allowing use of fumigant in-transit
  • Monitoring probe locations and depths
  • Fumigation monitoring points and locations
  • Procedures for recording monitoring results
  • Recirculation method
  • Method of sealing holds during fumigation
  • Method of clearing the fumigant from the consignment
  • Method used to provide gas free certification
A treatment certificate from the licensed fumigator must be presented prior to the issuance of any government certificates and must contain:
  • Dosage, temperature and duration of treatment in accordance with Sri Lanka's import conditions
  • Vessel name, destination and holds loaded
  • Commodity and quantity
  • Australian phytosanitary certificate number
  • Signed by a licensed fumigator with contact details provided
Treatment details for treatment occurring off-shore will not be endorsed on the Phytosanitary certificate.  

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

Note:
  • Consignments of wheat found to be free of live insects during phytosanitary inspection may be fumigated with phosphine in-transit.
  • On the detection of live injurious insects during phytosanitary inspection, consignments must be fumigated before re-presenting for inspection to the Authorised Officer. In-transit phosphine fumigation is not allowed under this situation.​

Option 1 (EXDOC Endorsement 7551)
1) A representative sample was found free through laboratory testing of​ Common bunt of wheat (Tilletia tritici), Common bunt (Tilletia laevis) and Downy mildew of wheat (Sclerophthora macrospora)​.

​​Option 2 (EXDOC Endorsement 7606):
1) The consignment is free from quarantine weed seeds of Sri Lanka.
