Consignments are to be free from pests, soil, weed seeds and extraneous material.
A copy of the import permit must be presented to an Authorised Officer at the time of inspection.
Consignments are to be packed in clean, new packages/bags not previously used for any purpose.
Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.Consignment must be labelled with correct botanical names (genus and species).
Transported containers must be sterile, rigid (non-porous) and clear to allow easy inspection upon arrival.
ICR applies to the following genus and species and hybrids.
- Poncirus trifoliata x Citrus reticulata
- Poncirus trifoliata x Citrus sinensis
- Citrus reticulata
Explanation of the endorsement:
Endorsement 7386 – applies to bare rooted plants.
Endorsement 7388 – applies to plants exported in soil-less media.

The plants are subject to post entry quarantine on arrival in Samoa for a period of 3 months.
