Consignments are to be free from pests, soil, weed seeds and extraneous material. Exporters are encouraged to obtain an import permit to verify phytosanitary import requirements. If an import permit is obtained, it must be presented to the Authorised Officer at time of inspection and details of the import permit are to be added to the phytosanitary certificate. However, an import permit is not mandatory, and if no import permit is provided to the Authorised Officer at the time of inspection, it is the exporter's responsibility to verify and meet the Philippines' phytosanitary import requirements.
A phytosanitary certificate is required regardless of whether an import permit is obtained.
