Export Criteria

Criteria Criteria Required?
Import Permit Yes
Phytosanitary Certificate Yes
Additional Declaration/Endorsement Yes
Protocol Market No

General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

This Micor case also applies to product listed as ‘bulk kilned quick oat’ in import permits.
The import permit needs to be issued by the Nigeria Agricultural Quarantine Service (NAQS). Import permits issued by the National Agency for Food and Drug Administration and Control (NAFDAC) cannot be used for Phytosanitary purposes.

Explanation of the endorsement:

Endorsement 6748:

Until the detailed information is specified on the import permit, the harmful organisms may be assumed as live stored product pests. Freedom from live stored product pests may be endorsed on the phytosanitary certificate based on visual inspection by an Authorised Officer.

Treatment

Consignments are to be treated for ensuring freedom from storage pests before export when specified on the import permit.

Heat treatment used during the processing of kiln dried oats may be considered an effective treatment against storage pests when goods are heat treated to 60 degree Celsius or higher for any duration. A Manufacturer's Certificate explaining the heat treatment process (temperature and duration) is considered as an evidence of heat treatment.

OR

Consignments are to be fumigated with appropriate fumigant at manufacturer's approved label rates.

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section, unless the import permit specifies treatment details must be endorsed on the phytosanitary certificate as an additional declaration.

Additional Declaration/Endorsements

Option 1 (EXDOC Endorsement 6748)
1) A representative sample was inspected and found to be free of stored products pests.
