General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.


A phytosanitary certificate is required for seed of Australian origin with endorsements for quarantine pests of concern to New Zealand. 

Explanation of the endorsements

Endorsement 897:

  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays
  • A pest free area declaration must be provided for all pests listed in point 3 of the endorsement.

Endorsement 924:

  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays
  • A pest free place of production declaration must be provided for all pests listed in point 3 of the endorsement
  • A pest free area declaration must be provided for all pests listed in point 4 of the endorsement.

Endorsement 3388:

  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays
  • A seed sampling certificate confirming ISTA or AOSA sampling methodology and a laboratory analysis certificate is required for pests listed in point 3 of the endorsement
  • A pest free place of production declaration must be provided for all pests listed in point 4 of the endorsement.

Endorsement 596:

  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays

Endorsement 878:

  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays
  • Treatment for regulated fungi is required as per details in the Treatment section
  • The seeds must be tested on arrival in New Zealand for Bacterial blight (Acidovorax avenae subsp. Avenae), High plains virus, and Sugarcane mosaic virus. The exporter must obtain written approval for on arrival testing from the MPI and present this to the Authorised Officer at the time of inspection.

Endorsement 873:

  • No supporting evidence is required for pests not known to occur in Australia.
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays.
  • A pest free area declaration must be provided for all pests listed in point 3 of the endorsement.
  • Treatment for regulated fungi is required as per details in the Treatment section.


Endorsement 594:

  • No supporting evidence is required for pests not known to occur in Australia.
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays.
  • A pest free area declaration must be provided for all pests listed in point 3 of the endorsement.
  • The seeds must be treated for regulated fungi on arrival in New Zealand.

Endorsement 7053:

  • Only to be used for consignments to be tested on arrival in New Zealand.
  • No supporting evidence is required for pests not known to occur in Australia
  • The Authorised Officer must inspect and verify freedom from visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays.
  • The seeds must be treated for regulated fungi on arrival in New Zealand.
​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
 
Exporters are to refer to the New Zealand Import Health Standard: Seed for Sowing 155.02.05 to determine all possible phytosanitary measures available to certify freedom from each individual quarantine pest. Exporters must contact Micor Plants if they require a new EXDOC Endorsement option consistent with the Import Health Standard.

Pest free area declarations

Pest Free Area declarations may only be issued by the state biosecurity jurisdiction in accordance with ISPM No. 4 ‘Requirements for the establishment of pest free areas.’ Presentation of crop inspection reports only cannot be used as supporting documentation to endorse a ‘Pest Free Area.’
 
Pest free place of production declarations

Pest Free Place of Production declarations may be endorsed based on presentation of a crop inspection report.

Testing Requirements

When using Endorsement 3388, 596 or 678, seeds must be sampled and tested for the specific pests using the following methodology:
  • Pantoea stewartii: A negative result from testing a representative sample of a minimum of 400 seeds, using the immunosorbent assay test described by Lamka et al. (1991), may be used to show the consignment is free of Pantoea stewartii subsp. stewartii.;
  • Clavibacter michiganensis subsp. nebraskensis: A negative result from testing a representative sample of a minimum of 400 seeds, using the sCNS Culture Plate Method (Shepherd, 1999; www.seedhealth.org), may be used to show the consignment is free of Clavibacter michiganensis subsp. Nebraskensis;
  • Acidovorax avenae subsp. avenae: A negative result from testing a representative sample of a minimum of 400 seeds, using the methodology of Dange et al. (1978), may be used to show the consignment is free of Acidovorax avenae subsp. Avenae;
  • High plains virus: A negative result from testing a representative sample of seeds using greenhouse grow-out tests and ELISA testing as described by Forster et al. (2001) and Crop Plant Compendium 2003, or a representative sample of a minimum of 3000 seeds, using a PCR NPPO approved method, such as Lebas et al. (2005), may be used to show that the consignment is free of High plains virus;
  • Maize dwarf mosaic virus: A negative result from testing a representative sample of a minimum of 2000 seeds, using an NPPO approved method, may be used to show the consignment is free of Maize dwarf mosaic virus;
  •  Maize chlorotic mottle virus: A negative result from testing a representative sample of a minimum of 3000 seeds, using ELISA or PCR testing, may be used to show the consignment is free from Maize chlorotic mottle virus;
  • Sugarcane mosaic virus: A negative result from testing a representative sample of a minimum of 2000 seeds, using an NPPO approved method, may be used to show the consignment is free of Sugarcane mosaic virus.
GM testing requirements

All consignments of Zea mays (sweet corn, maize) are required to be representatively sampled, tested, and found to be free of unapproved GM seed according to the Protocol for Testing Seed Imports for the Presence of Genetically Modified Seeds (the Protocol). Genetically modified (GM) testing certificates are required for all consignments of Zea mays var. indentata and Zea mays var. saccharata, unless stated in the Protocol.

GM testing certificates must:

  • state the sampling method used for each seed line (e.g. automatic in-line machine);
  • contain the same lot number or unique identifier as stated on all the other import documentation for consignments arriving in New Zealand.
 
Seed of New Zealand origin

Seed for sowing unopened offshore
  • Product that remains in its original and unopened packaging must be accompanied with a re-export phytosanitary certificate with no additional declaration or treatment endorsements.

Seed for sowing opened offshore

An Australian phytosanitary certificate (for export or re-export) is not required for exporting seed of New Zealand origin that has been opened offshore. Seed that has been grown in New Zealand, exported to Australia, packaged in Australia and returned to New Zealand, must be accompanied with:
  • The original or a copy of the New Zealand issued phytosanitary certificate
  • An export bill of lading; and
  • Declaration from the overseas packaging company manager; stating that:
    • the re-exported seed is the same seed as covered by the attached phytosanitary certificate and bill of lading; and
    • the quality system used by the company ensures that the seed is not contaminated by any other seed lots, residues from grading or packaging machines, or storage pests.

Treatment

Approved treatment combinations for regulated fungi if Endorsement 596, 654, 678 or 573 are applied:

  • Carboxin at 0.8 grm a.i. per kg seed and Thiram at 0.8grm a.i. per kg seed;
OR
  • Carboxin at 0.8 grm a.i. per kg seed and Captan at 0.7grm a.i. per kg seed;
OR
  • Fludioxonil at 0.025 grm a.i.per kg seed and Metalaxyl at 0.02grm a.i. per kg seed;
OR
  • Imazalil at 80 mg a.i. per kg seed and Triadimenol at 220mg a.i. per kg seed;
OR
  • Imazalil at 80 mg a.i. per kg seed and Flutriafol at 80mg a.i. per kg seed;

OR

  • Difenoconazole at 0.12 grm a.i per kg seed and Mefenoxam at 0.01grm a.i per kg seed;

OR

  • Fludioxonil at 0.025 grm a.i.per kg seed and Mefenoxam at 0.01grm a.i. per kg seed. 

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.

Seed requiring treatment for regulated fungi may be exported untreated with the approved treatment completed in New Zealand on arrival. Treatments applied in New Zealand are not endorsed on the phytosanitary certificate.

Option 11 (EXDOC Endorsement 7225)
1) Leaf freckle (Clavibacter michiganensis subsp. Nebraskensis), Stewart's disease (Pantoea stewartii), Maize dwarf mosaic virus, Maize chlorotic mottle virus, Leaf spot: Maize (Cochliobolus pallescens), Leaf spot: Cyperus (Cochliobolus tuberculatus), Maize ergot (Claviceps gigantea), Zonate leaf spot (Gloeocercospora sorghi), Maize downy mildew (Peronosclerospora maydis), Philippine downy mildew (Peronosclerospora philippinensis), Sugar cane downy mildew (Peronosclerospora sacchari), Sorghum downy mildew (Peronosclerospora sorghi), Rhizopus seed rot (Rhizopus maydis) and Late wilt (Cephalosporium maydis) are not known to occur in Australia,
2) A representative sample was inspected in accordance with appropriate official procedures and found to be free of any visually detectable regulated pests, including the regulated insects, mites and weed seeds on MPI's regulated pest list for Zea mays.
3) Seeds have been sourced from a 'pest free area' free from Bacterial blight (Acidovorax avenae subsp. Avenae) and High plains virus.
4) A representative sample, officially drawn from this consignment according to ISTA or AOSA methodology, has been tested for the presence of and found free from Sugarcane mosaic virus,
5) The seed has been treated with a MPI approved treatment option for Grey ear rot (Botryosphaeria zeae), Corn smut (Ustilago maydis), Downy mildew of maize (Peronosclerospora heteropogoni), Stalk rot Maize (Phaeocytostroma ambiguum), Brown stripe downy mildew (Sclerophthora rayssiae var. zeae) and Dry rot (Stenocarpella macrospora).
