Fumigation treatment:All loose, bulk stock feed consignments and all meal products (except for those bagged products listed below) must be fumigated prior to or during shipment to ensure that subsequent infestation from holds, containers or other chance pest presence does not occur.
Fumigation must be with phosphine or methyl bromide at the following prescribed rates. The fumigation certificate must state the fumigant used and the rate used. Fumigation given prior to shipment must be carried out no more than 21 days prior to shipment.
Phosphine (prior to shipment or in transit):Fumigation can be carried out prior to shipment or may be carried out with phosphine generating products e.g. tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to be effective during the journey (the ships' master must be notified).
The list below gives the rates to be used when using phosphine generating products. Three days must be added if the fumigant is surface applied in trays. One day less may be subtracted for cylinderised phosphine gas application completed prior to shipment. The fumigation certificate must state the method of application and clearly state whether the consignment was exposed to the fumigant before the voyage with the fumigant removed, or whether the application was with tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to remain there for the journey.
Phosphine application is based on the internal volume of the enclosure.
- 13 days at 1grm/m3 at 15-20 degrees Celsius;
OR
- 10 days at 1grm/m3 at 20-25 degrees Celsius;
OR
- 6 days at 1grm/m3 at 25-29 degrees Celsius;
OR
- 5 days at 1grm/m3 at 30+ degrees Celsius;
OR
- 12 days at 2grm/m3 at 15-20 degrees Celsius;
OR
- 9 days at 2grm/m3 at 20-25 degrees Celsius;
OR
- 5 days at 2grm/m3 at 25-29 degrees Celsius;
OR
- 4 days at 2grm/m3 at 30+ degrees Celsius.
In-transit fumigation:
In-transit phosphine fumigation details may be endorsed on the phytosanitary certificate in the treatment section as follows:
The phosphine fumigation of [commodity] onboard [enter vessel name] was conducted in-transit by a licensed fumigator at (g/m3) for (days) at (℃).
The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.
Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.
For treatment, which is not undertaken onshore, prior to departure, the licensed fumigator/exporter is to provide the Grain and Seed Export Program
Grain.Export@agriculture.gov.au with:
- Permit issued by the APVMA allowing use of fumigant in-transit
- Fumigation plan including re-circulation method and monitoring lines and their locations
- Method of sealing holds during fumigation
- Method of clearing the fumigant from the consignment
- Method used to provide gas free certification
A treatment certificate from the licensed fumigator must be presented prior to the issuance of any government certificates and must contain:
- Dosage (grm/m3), temperature (℃), and duration of treatment (days) in accordance with NPPO import conditions
- Vessel name, destination and holds loaded
- Commodity and quantity
- Signed by a licensed fumigator with contact details provided
Note:
- In-transit phosphine fumigation may only be undertaken when approved by the destination country.
- If treatment is to be undertaken in-transit, consignment must be found free of live insects during phytosanitary inspection.
- Fumigator must submit the Fumigation Plan to the Grain and Seed Exports Program (Grain.Export@agriculture.gov.au) for approval before undertaking in-transit phosphine fumigation to meet importing country's quarantine requirement.
The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation. Methyl bromide (prior to shipment): One of the following rates at atmospheric pressure must be used.
- 48grm/m3 for 24 hours at 10-15 degrees Celsius;
OR
- 40grm/m3 for 24 hours at 16-20 degrees Celsius;
OR
- 32grm/m3 for 24 hours at 21+ degrees Celsius.
Note:Meal products in bags only may be given an increased inspection on arrival in lieu of fumigation.
If treatment is undertaken onshore, the
exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation. Details of treatment do
not require endorsement on the phytosanitary certificate in the treatment section.
Exporter must ensure a copy of the fumigation certificate accompanies the consignment.
In-transit insecticide treatment:Only permitted if the import permit grants equivalence to fumigation requirements.
Consignments must be accompanied by a treatment certificate declaring that:
- All vents and door seals have been sprayed with a residual insecticide after loading;
AND
- An insecticide product has been set for discharge during shipment of this product to New Zealand.
Details of treatment do
not require endorsement on the phytosanitary certificate in the treatment section.
Exporters must refer to the import permit to determine the appropriate treatment requirements for their consignment.
