General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

Explanation of the endorsements

Endorsements 5176 and 6478:
Apply to product shipped bulk in ships' holds or in containers.

Endorsements 910 and 5188:
Apply to product shipped in bags.

Exporters must refer to their import permit to determine the appropriate endorsement for their consignment.

​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.
Manufacturer's certificate
Consignments must be accompanied by an original Manufacturer's Certificate declaring the following:

  • Name and address of manufacturer (company letterhead)
  • Name and address(es) of the mill/factory(s) if different from the manufacturer
  • Name and address of exporter (if different)
  • Date
  • Name of product
  • Details relating the statement/declaration to the product e.g. airway bill, bill of loading, container no., or batch/serial no. or invoice
  • Signature of a responsible person within the company
 
Exporter is to provide a copy of the Manufacturer's Certificate to the Authorised Officer at the time of inspection.

Treatment

Fumigation treatment:
All loose, bulk stock feed consignments and all meal products (except for those bagged products listed below) must be fumigated prior to or during shipment to ensure that subsequent infestation from holds, containers or other chance pest presence does not occur.

Fumigation must be with phosphine or methyl bromide at the following prescribed rates. The fumigation certificate must state the fumigant used and the rate used. Fumigation given prior to shipment must be carried out no more than 21 days prior to shipment.

Phosphine (prior to shipment or in transit):
Fumigation can be carried out prior to shipment or may be carried out with phosphine generating products e.g. tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to be effective during the journey (the ships' master must be notified).

The list below gives the rates to be used when using phosphine generating products. Three days must be added if the fumigant is surface applied in trays. One day less may be subtracted for cylinderised phosphine gas application completed prior to shipment. The fumigation certificate must state the method of application and clearly state whether the consignment was exposed to the fumigant before the voyage with the fumigant removed, or whether the application was with tablets, pellets, sachets or blankets introduced with the product into the sealed container or ships' hold to remain there for the journey.

Phosphine application is based on the internal volume of the enclosure.

  • 13 days at 1grm/m3 at 15-20 degrees Celsius;

OR

  • 10 days at 1grm/m3 at 20-25 degrees Celsius;

OR

  • 6 days at 1grm/m3 at 25-29 degrees Celsius;

OR

  • 5 days at 1grm/m3 at 30+ degrees Celsius;

OR

  • 12 days at 2grm/m3 at 15-20 degrees Celsius;

OR

  • 9 days at 2grm/m3 at 20-25 degrees Celsius;

OR

  • 5 days at 2grm/m3 at 25-29 degrees Celsius;

OR

  • 4 days at 2grm/m3 at 30+ degrees Celsius.

In-transit fumigation:

In-transit phosphine fumigation details may be endorsed on the phytosanitary certificate in the treatment section as follows:

The phosphine fumigation of [commodity] onboard [enter vessel name] was conducted in-transit by a licensed fumigator at (g/m3) for (days) at (℃).

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

Details of treatment to be endorsed on the phytosanitary certificate in the treatment section.

For treatment, which is not undertaken onshore, prior to departure, the licensed fumigator/exporter is to provide the Grain and Seed Export Program Grain.Export@agriculture.gov.au with:

  • Permit issued by the APVMA allowing use of fumigant in-transit
  • Fumigation plan including re-circulation method and monitoring lines and their locations
  • Method of sealing holds during fumigation
  • Method of clearing the fumigant from the consignment
  • Method used to provide gas free certification
A treatment certificate from the licensed fumigator must be presented prior to the issuance of any government certificates and must contain:

  • Dosage (grm/m3), temperature (℃), and duration of treatment (days) in accordance with NPPO import conditions
  • Vessel name, destination and holds loaded
  • Commodity and quantity
  • Signed by a licensed fumigator with contact details provided
Note:
  • In-transit phosphine fumigation may only be undertaken when approved by the destination country.
  • If treatment is to be undertaken in-transit, consignment must be found free of live insects during phytosanitary inspection.
  • Fumigator must submit the Fumigation Plan to the Grain and Seed Exports Program (Grain.Export@agriculture.gov.au) for approval before undertaking in-transit phosphine fumigation to meet importing country's quarantine requirement.


The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.


Methyl bromide (prior to shipment):
One of the following rates at atmospheric pressure must be used.

  • 48grm/m3 for 24 hours at 10-15 degrees Celsius;

OR

  • 40grm/m3 for 24 hours at 16-20 degrees Celsius;

OR

  • 32grm/m3 for 24 hours at 21+ degrees Celsius.

Note:
Meal products in bags only may be given an increased inspection on arrival in lieu of fumigation.

If treatment is undertaken onshore, the exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

Details of treatment do not require endorsement on the phytosanitary certificate in the treatment section.

Exporter must ensure a copy of the fumigation certificate accompanies the consignment.

In-transit insecticide treatment:
Only permitted if the import permit grants equivalence to fumigation requirements. 

Consignments must be accompanied by a treatment certificate declaring that:

  • All vents and door seals have been sprayed with a residual insecticide after loading;

AND

  • An insecticide product has been set for discharge during shipment of this product to New Zealand.

Details of treatment do not require endorsement on the phytosanitary certificate in the treatment section.
Exporters must refer to the import permit to determine the appropriate treatment requirements for their consignment.

Additional Declaration/Endorsements

Option 1 (EXDOC Endorsement 5176)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The product does not contain any ingredients which were processed in premises where ruminant protein is stored, used or processed,
3) The product in this consignment has been through a pelleting or extruding process that has raised the core temperature of the consignment to at least 85 degrees Celsius for at least 30 seconds, 
4) A representative sample of the product in this consignment has been inspected and found free of viable seeds,
5) The product in this consignment has been inspected after processing in accordance with appropriate official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
6) The product in this consignment has been stored in substantially bird-proof buildings or bird-proof storage houses, and transported to the exit port prior to loading, in a manner to prevent contamination with any unprocessed plant material, vermin, birds, faecal material and visually detectable pests. 

Option 2 (EXDOC Endorsement 6478
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The product does not contain any ingredients which were processed in premises where ruminant protein is stored, used or processed,
3) Each ingredient of the product in this consignment has undergone a heating/cooking process that has raised the core temperature to at least 85 degrees Celsius for a minimum 30 seconds or been irradiated at a dose of 25 kGy,
4) A representative sample of the product in this consignment has been inspected and found free of viable seeds,
5) The product in this consignment has been inspected after processing in accordance with appropriate official procedures, and found free from contamination by any unprocessed plant material, vermin, birds, faecal material and visually detectable regulated pests,
6) The product in this consignment has been stored in substantially bird-proof buildings or bird-proof storage houses, and transported to the exit port prior to loading, in a manner to prevent contamination with any unprocessed plant material, vermin, birds, faecal material and visually detectable pests.

Option 3 (EXDOC Endorsement 910)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The product does not contain any ingredients which were processed in premises where ruminant protein is stored, used or processed,
3) The product in this consignment has been through a pelleting or extruding process that has raised the core temperature of the consignment to at least 85 degrees Celsius for at least 30 seconds, 
4) A representative sample of the product in this consignment has been inspected and found free of viable seeds,
5) The product in this consignment has been bagged in clean new bags immediately after processing and the bags stored in a manner to prevent infestation and contamination.

Option 4 (EXDOC Endorsement 5188)
1) The product in this consignment was produced in a dedicated mill which does not produce rations containing ruminant protein (except dairy product),
2) The product does not contain any ingredients which were processed in premises where ruminant protein is stored, used or processed,
3) Each ingredient of the product in this consignment has undergone a heating/cooking process that has raised the core temperature to at least 85 degrees Celsius for a minimum 30 seconds or been irradiated at a dose of 25 kGy,
4) A representative sample of the product in this consignment has been inspected and found free of viable seeds,
5) The product in this consignment has been bagged in clean new bags immediately after processing and the bags stored in a manner to prevent infestation and contamination.
