General Requirements

Consignments must meet the requirements of the Export Plan for fresh produce from Australia to New Zealand. The Export Plan is available through Micor Plants in the 'Documents' section. Access is restricted and requires a logon.

Consignments are to be free from pests, soil, weed seeds and extraneous material.
Exporters may choose to use the following contaminant tolerances during phytosanitary inspection as referred to in the Import Health Standard 152.02. The permitted tolerances are for a 600-unit sample.

  • 25g of soil
  • 12 leaves
  • 8 regulated weed seeds

All bananas exported to New Zealand must:

Have had a measure applied for Maconellicoccus hirsutus (Pink Hibiscus mealybug) of either:

  • in-field controls (at an accredited property);

OR

  • being sourced from a pest free area (NSW, VIC, SA, WA, TAS);

OR

  • fumigation with methyl bromide

AND

  • be harvested, packed and exported in the unripe stage of maturity (mature green). Bananas are considered non-hosts to the fruit fly species of economic significance present in Australia when in the unripe stage of maturity.

Consignments containing bananas at the colour break to full ripe stage will be rejected for export to New Zealand.

 

Explanation of the endorsements

Explanations of EXDOC endorsement(s), and supporting documents required for each endorsement are detailed in the 'Documents' section of Micor.

​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Treatment

​All treatments shall be carried out in accordance with the Export Plan.

Details of treatment to be endorsed on the Phytosanitary certificate in the treatment section.

Fumigation

Exporters may select one of the following fumigation rates to treat Maconellicoccus hirsutus (Pink hibiscus mealybug):

1) Fumigated at 40 g/m3 for 2 hours at ≥ 27 degrees Celsius 

2) Fumigated at 48 g/m3 for 2 hours at 21 – 26 degrees Celsius

3) Fumigated at 64 g/m3 for 2 hours at 16 –20 degrees Celsius

The treatment is to be shown on the phytosanitary certificate as:

  • FUMIGATED WITH METHYL BROMIDE AT 40GRM/M3 FOR 2 HOURS AT 27 DEGREES CELSIUS OR ABOVE;

OR

  • FUMIGATED WITH METHYL BROMIDE AT 48GRM/M3 FOR 2 HOURS AT 21-26 DEGREES CELSIUS;

OR

  • FUMIGATED WITH METHYL BROMIDE AT 64GRM/M3 FOR 2 HOURS AT 16-20 DEGREES CELSIUS.

Reconditioning

Reconditioning treatments with methyl bromide must be conducted in accordance with the Acceptance of offshore methyl bromide fumigation treatments, found in the documents section of Micor.

For reconditioning fumigation treatments to be recognised by New Zealand, they must be listed on the phytosanitary certificate in the treatment section using the EXDOC treatment code RE-CON.

It is at the exporter's discretion on whether or not to put a reconditioning treatment on the phytosanitary certificate.

Option 1 (EXDOC Endorsement 1783)
1) The bananas in this consignment have been inspected in accordance with appropriate procedures and found to be free from regulated pests specified by the New Zealand Ministry for Primary Industries,
2) The bananas have undergone appropriate pest control activities that are effective against Pink hibiscus mealybug (Maconellicoccus hirsutus),
3) The bananas have undergone an agreed treatment that is effective against associated fruit fly species of economic significance in accordance with Appendix 6 of the Bilateral Quarantine Arrangement between New Zealand Ministry for Primary Industries and Department of Agriculture and Water Resources.

Option 2 (EXDOC Endorsement 1802)
1) The bananas in this consignment have been inspected in accordance with appropriate procedures and found to be free from regulated pests specified by the New Zealand Ministry for Primary Industries,
2) The bananas have been sourced from an area free (verified by an official detection survey) from Pink hibiscus mealybug (Maconellicoccus hirsutus),
3) The bananas have undergone an agreed treatment that is effective against associated fruit fly species of economic significance in accordance with Appendix 6 of the Bilateral Quarantine Arrangement between New Zealand Ministry for Primary Industries and Department of Agriculture and Water Resources.

Option 3 (EXDOC Endorsement 4083)
1) The bananas in this consignment have been inspected in accordance with appropriate procedures and found to be free from regulated pests specified by the New Zealand Ministry for Primary Industries,
2) The bananas in this consignment have been fumigated with methyl bromide at 40grm/m3 for 2 hours at ≥27 degrees Celsius for Pink hibiscus mealybug (Maconellicoccus hirsutus),
3) The bananas have undergone an agreed treatment that is effective against associated fruit fly species of economic significance in accordance with Appendix 6 of the Bilateral Quarantine Arrangement between New Zealand Ministry for Primary Industries and Department of Agriculture and Water Resources.

Option 4 (EXDOC Endorsement 4084)
1) The bananas in this consignment have been inspected in accordance with appropriate procedures and found to be free from regulated pests specified by the New Zealand Ministry for Primary Industries,
2) The bananas in this consignment have been fumigated with methyl bromide at 48grm/m3 for 2 hours at 21-26 degrees Celsius for Pink hibiscus mealybug (Maconellicoccus hirsutus),
3) The bananas have undergone an agreed treatment that is effective against associated fruit fly species of economic significance in accordance with Appendix 6 of the Bilateral Quarantine Arrangement between New Zealand Ministry for Primary Industries and Department of Agriculture and Water Resources.

Option 5 (EXDOC Endorsement 4085)
1) The bananas in this consignment have been inspected in accordance with appropriate procedures and found to be free from regulated pests specified by the New Zealand Ministry for Primary Industries,
2) The bananas in this consignment have been fumigated with methyl bromide at 64grm/m3 for 2 hours at 16-20 degrees Celsius for Pink hibiscus mealybug (Maconellicoccus hirsutus),
3) The bananas have undergone an agreed treatment that is effective against associated fruit fly species of economic significance in accordance with Appendix 6 of the Bilateral Quarantine Arrangement between New Zealand Ministry for Primary Industries and Department of Agriculture and Water Resources.​
