General Requirements

Note: The department cannot issue non-GMO certification or an Export Statement on behalf of the OGTR for Brassica napus seed as genetically modified Brassica napus seed has been approved for commercial release in Australia.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.

​Explanation of the endorsements:​​​

  Endorsement 879
  • The exporter is to provide a crop inspection report or area freedom certificate to endorse freedom from Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris).
  • All consignments must be free from India's quarantine weed seeds as per Schedule VIII of PQ Order 2003. Exporter must provide a laboratory analysis certificate attesting to the endorsement and to present to the Authorised Officer at time of inspection.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances). ​

  Endorsement 929

  • A crop inspection certificate is required to endorse freedom from Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris).

  • A laboratory analysis certificate for Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris) is to be presented to the Department of Agriculture Authorised Officer at the time of inspection.
  • All consignments must be free from India's quarantine weed seeds as per Schedule VIII of PQ Order 2003. Exporter must provide a laboratory analysis certificate attesting to the endorsement and to present to the Authorised Officer at time of inspection.
  • In Addition, visual inspection by the Authorised Officer must be undertaken as per instructional material for endorsing freedom from the following quarantine weed seeds.
  • Visual inspection by an Authorised Officer is sufficient to endorse freedom from soil (as per normal tolerances). ​​​​

​Where applicable, the exporter is to provide evidence attesting to the endorsement and present it to the Authorised Officer at the time of inspection.

Option 1 (EXDOC Endorsement 879)
1) Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris) are known not to occur in the area of production,
2) The consignment is free from quarantine weed seeds as per schedule VIII of PQ order 2003,
3) The consignment is free from soil.

Option 2 (EXDOC Endorsement 929)
1) The parent plants were inspected during the growing season and found free from Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris),
2) A representative sample was inspected and found free of quarantine weed seeds as per schedule VIII of PQ order 2003,
3) A representative sample was inspected and found free of soil.

Option 3 (EXDOC Endorsement 1347)
1) A representative sample was found free through laboratory testing of Black leg (Leptosphaeria maculans), Bacterial leaf blight of tomato (Pseudomonas viridiflava), Bacterial leaf blight (Pseudomonas syringae pv maculicola) and Black rot (Xanthomonas campestris pv campestris),
2) A representative sample was inspected and found free of quarantine weed seeds as per schedule VIII of PQ order 2003,
3) A representative sample was inspected and found free of soil.
