General Requirements

Only product of the approved brand and approved ingredients is permitted to be exported and will be issued phytosanitary certification. Refer to the import permit to confirm approved brands and ingredients.

Consignments are to be free from pests, soil, weed seeds and extraneous material.

​Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.

Exporter to provide evidence attesting to the ingredients and to present to the Authorised Officer at time of inspection. 

Authorised Officer must verify the brand of the product at time of inspection and note on the Inspection Record.

The type of product must be stated on the Phytosanitary certificate in the Additional Product Description field e.g. Pullet grower (Riverina brand). To enable the field on the RFP the exporter must submit a request to the EXDOC Plant Programs via email (EXDOCPlantPrograms.agriculture.gov.au).

The import permit may require certification for freedom from salmonella. If so, a laboratory testing certificate certifying freedom from salmonella is sufficient and must be provided to the department via PEMS at the time of authorisation.

Explanation of the endorsements

Endorsement 646:
  • Applies if the product contains whole seeds of sunflower (Helianthus annuus) and the import permit requires an additional declaration certifying freedom from Downy mildew of sunflower (Plasmopara halstedii).
  • Only applies to consignments containing whole seeds of sunflower (Helianthus annuus) of Australian origin.
  • Downy mildew of sunflower (Plasmopara halstedii) is not known to occur in Australia. No evidence is required to endorse freedom from this pest. 
Endorsement 7169:
  • Applies if the product contains whole seeds of corn/maize (Zea mays) and the import permit requires an additional declaration certifying freedom from Stewart's disease (Pantoea stewartii).
  • Only applies to consignments containing whole seeds of corn/maize (Zea mays) of Australian origin.
  • Stewart's disease (Pantoea stewartii) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
Endorsement 7170:
  • Applies if the product contains whole seeds of alfalfa (Medicago sativa) and the import permit requires an additional declaration certifying freedom from Stem and bulb nematode (Ditylenchus dipsaci).
  • For consignments containing whole seeds of alfalfa (Medicago sativa) of Australian origin, an area freedom certificate, a crop inspection report or a laboratory analysis certificate may be presented as evidence to endorse freedom from Stem and bulb nematode (Ditylenchus dipsaci).
  • For consignments containing whole seeds of alfalfa (Medicago sativa) of non-Australian origin, a laboratory analysis certificate issued by an Australian laboratory may be presented as evidence to endorse freedom from Stem and bulb nematode (Ditylenchus dipsaci).
Endorsement 7171:
  • Applies if the product contains whole seeds of sunflower (Helianthus annuus), corn/maize (Zea mays) and alfalfa (Medicago sativa) and the import permit requires an additional declaration certifying freedom from Downy mildew of sunflower (Plasmopara halstedii), Stewart's disease (Pantoea stewartii) and Stem and bulb nematode (Ditylenchus dipsaci).
  • Downy mildew of sunflower (Plasmopara halstedii) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • Stewart's disease (Pantoea stewartii) is not known to occur in Australia. No evidence is required to endorse freedom from this pest.
  • For consignments containing whole seeds of alfalfa (Medicago sativa) of Australian origin, an area freedom certificate, a crop inspection report or a laboratory analysis certificate may be presented as evidence to endorse freedom from Stem and bulb nematode (Ditylenchus dipsaci).
  • For consignments containing whole seeds of alfalfa (Medicago sativa) of non-Australian origin, a laboratory analysis certificate issued by an Australian laboratory may be presented as evidence to endorse freedom from Stem and bulb nematode (Ditylenchus dipsaci).
Note: The listed Endorsements are only to be used in lieu of devitalisation treatment. No additional declaration is required on the phytosanitary certificate if the sunflower (Helianthus annuus), corn/maize (Zea mays) and/or alfalfa (Medicago sativa) seeds in the consignment have undergone devitalisation treatment prior to export.

  • Blue Label layer (Riverina brand). Product contains: Wheat, sorghum, oilseeds, other grains used for animal feed and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Tahiti Blue Label layer (Riverina brand). Product contains: Sorghum, wheat, cottonseed, soybean, canola, vegetable oil, other grains used for animal feed and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Broiler finisher (Riverina brand). Product contains: Wheat, sorghum, cottonseed and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Broiler starter (Riverina brand). Product contains: Wheat, sorghum, cottonseed, millrun (by-product of flour manufacturing), canola meal and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Chick starter (Riverina brand). Product contains: Wheat, maize, sorghum, bran and pollard and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Cool & Calm Equestrian Mix (Riverina brand). Product contains: Barley flakes, lucerne chaff, oaten chaff, lupin flakes, sunflowers, vegetable oil, molasses and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Horse Block (Riverina brand). Product contains: Copra meal, grains, molasses and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Feed and Breed (Riverina brand). Product contains: Barley, wheat, cottonseed, soyabeans and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Horse and Pony (Riverina brand). Product contains: Barley, wheat, canola and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Pig finisher (Riverina brand). Product contains: Wheat, sorghum, canola, cottonseed and other non-plant products as stated on the import permit (Authorised Officer to verify).

  • Supa starter (Riverina brand). Product contains: Wheat, sorghum, maize, biscuit meal, soybeans, canola, vegetable oil and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Workhorse Mix (Riverina brand). Product contains: Barley flakes, maize flakes, oats, lucerne chaff, oaten chaff, lupin flakes, sunflowers, vegetable oil, molasses and other non-plant products as stated on the import permit (Authorised Officer to verify).
  • Barastoc Top Lay Export (Ridley brand). Product contains: Wheat, tallow, MDCP, methionine, iso-leucine, sodium bicarbonate, limestone, corn, lysine, field peas, canola meal, salt, chloride, vitamins, minerals, canola seeds, meat & bone meal, mung bean, vegetable oil, sunflower meal, soybean meal, biofos and other non-plant products as stated on the import permit (Authorised Officer to verify).
Note:
  • Products containing by-products of animal origin such as blood, bone, fish waste, etc, the exporter must attach a health certificate issued by the competent authority.
  • Plant Exports is unable to attest to meatmeal or any diseases / pests associated with this ingredient.

Treatment

​If the product contains whole seeds of sunflower (Helianthus annuus), corn (Zea mays) and/or alfalfa (Medicago sativa), and if required by the import permit, the consignment must undergo appropriate heat treatment to devitalise the seeds. 

Alternatively, products containing whole seeds of one or more of these species may be certified free of pests of concern in lieu of devitalisation treatment. Refer to the Additional Declaration/Endorsements section below and the explanation of the endorsements in the General Requirements section for further details.  

The exporter is to provide evidence attesting to the treatment and present it to the Authorised Officer at the time of inspection.
