Consignments are to be free from pests, soil, weed seeds and extraneous material.
Original and certified translation of the import permit must be presented to the Authorised Officer at the time of inspection.
Establishments intending to export oaten hay to China will need to be listed as a registered establishment by the General Administration of Customs of the People's Republic of China (GACC) before applying for an import permit.
To become registered and eligible to export oaten hay to China, establishment processing systems must be assessed by the Grain and Seed Exports Program (
grain.export@aff.gov.au). Once an establishment is deemed compliant, the department will advise GACC of suitability. Establishments cannot apply for import permits and/or export oaten hay to China until this process is complete and the establishment is published on the GACC website.

The details are to be entered in the Lot Number field of the RFP are (and with no deviation):
- PROCESSED AND PACKED AT (name of establishment)/(establishment number)
The details in relation to the name of the establishment and establishment number are to be that as stated on the import permit. If the import permit does not state the name of the establishment and establishment number, the consignment must be processed and packed at one of the above GACC listed establishments.
