General Requirements

Consignments are to be free from pests, soil, weed seeds and extraneous material.

A copy of the import permit must be presented to an Authorised Officer at the time of inspection.


​It is the exporter’s responsibility to ensure that the phytosanitary certificate is issued within 14 days of the consignment being exported from Australia.

Refer to the departure date and inspection date in the Request for Permit.



Explanation of the endorsements

Endorsement 3602:

  • Applies to consignments devitalised by pelleting or extrusion.

Endorsement 3603:

  • Applies to consignments devitalised by heat treatment.
Endorsement 3604:

  • Applies to consignments devitalised by irradiation.

No endorsement:

  • Applies to consignments issued with an import permit which do not require an Additional Declaration for devitalisation treatment.

The ICRs are applicable to:

  • Poultry Feed (Broiler Starter/Finisher/Layer feed)
  • Horse Feed (Horse biscuits/Cube/Muesli)
  • Cattle/Sheep Feed (Pellets)
  • Rodent (Rabbit, Mouse) Feed (Pellets)

Treatment

Treatment is not required for animal feed in new and sealed bags.

Treatment is required for consignments exported as loose bulk product (not bagged).

Consignment must be fumigated with:

  • Methyl bromide at 48 grm/m3 for 24 hours at a temperature above 21 degree Celsius;

OR

  • Phosphine at 2 grm/m3 for 120 hours at a temperature above 21 degree Celsius;

OR

If stated on the import permit, an equivalent fumigant at recommended manufacturers' requirements (registered label rates).

Fumigation must be undertaken within 21 days of export.

The exporter is to provide evidence attesting to the treatment and present it to the department at time of authorisation.

The treatment certificate issued by the licensed fumigator must accompany the phytosanitary certificate.

Additional Declaration/Endorsements

​Option 1 (EXDOC Endorsement 3602)
1) The animal feed has been through a pelleting or extruding process that has raised the core temperature of the product to 85 degree Celsius or higher for a minimum of 30 minutes.

Option 2 (EXDOC Endorsement 3603)
1) Each ingredient has undergone heat treatment process raising the core temperature to 85 degree Celsius or higher for a minimum of 30 minutes.

Option 3 (EXDOC Endorsement 3604)
1) Each ingredient of this consignment has been irradiate at 25 kGy.
